NASA SEEKS THREE NEW BUSINESS INCUBATORS

NASA has announced that it will be inviting proposals for the establishment of three new business incubators to be associated with a NASA field center. A Cooperative Agreement Notice formally announcing the competition will be released on or about April 13.

The notices will be released by the participating NASA field centers: Goddard Space Flight Center (GSFC), Langley Research Center (LaRC), and the NASA Management Office at the Jet Propulsion Laboratory (JPL) jointly with the Dryden Flight Research Center (DFRC).

The business incubators should be designed to provide U.S. start-up or small existing high technology firms with a wide array of critical business development support services for the primary purpose of commercially applying NASA technology. The incubator facilities must be physically located within an approximate 30 mile radius of the sponsoring NASA field center.

NASA is inviting proposals from any state or local government, U.S. university, or U.S. private for-profit or non-profit entity, or teaming of any combination thereof. However, the new incubator entities must be not-for-profit at least until the end of the fiscal year corresponding with NASA funding.

NASA has allocated $5 million over FY 98 and FY99 for its incubators. Approximately half of this funding is planned for the three new incubators with the remaining amount being used as additional funding for NASA's six existing incubators associated with NASA's other field centers. It is planned that each new business incubator will be funded in the amount of $400,000/year, and that each of NASA's existing incubators will receive additional funding in the amount of $200,000/year. Planned funding levels will be adjusted based on the incubators ability to match the federal funds on a one to one basis.

Proposals will be due to NASA field centers by May 29, 1998, with announcement of awards by approximately July 1, 1998.

DOE INVITING GRANT APPLICATIONS FOR GLOBAL CLIMATE CHANGE RESEARCH PROGRAM

The Office of Biological and Environmental Research (OBER) of the Office of Energy Research (ER), U.S. Department of Energy (DOE), announces its interest in receiving applications for the Integrated Assessment of Global Climate Change Program.

DOE's energy policy is tied to understanding the benefits and costs of potential actions with respect to the control of greenhouse gases and possible climate change. The research to be funded will support the analysis of those benefits and costs.

This research will be judged in part on its potential to improve and/or support the analytical basis for policy development. The program is narrowly focused and will primarily concentrate support on the topics described below.

The following is a list of topics that are high priority:

It is anticipated that up to $1 million will be available for multiple awards to be made in FY 1998 and early FY 1999 in the categories described above, contingent on the availability of appropriated funds. Applicants may request project support up to three years, with out-year support contingent on the availability of funds, progress of the research, and programmatic needs. Annual budgets are expected to range from $30,000 to $150,000 total costs.

Applicants are encouraged to collaborate with researchers in other institutions, such as: universities, industry, non-profit organizations, and federal laboratories including the DOE National Laboratories, where appropriate, and to incorporate cost sharing and/or consortia wherever feasible.

Applicants are encouraged (but not required) to submit a brief pre-application for programmatic review. Pre- applications should be sent by e-mail to john.houghton@oer.doe.gov. All pre-applications should be received by April 20. The deadline for receipt of formal applications is May 21.

COMMERCE DEPARTMENT RECEIVES TIIAP GRANT APPLICATIONS

The Commerce Department's National Telecommunications and Information Administration (NTIA) announced that it received 757 applications for its Telecommunications and Information Infrastructure Assistance Program (TIIAP) for fiscal year 1998. Applications were received from all 50 states, the District of Columbia, Puerto Rico and the U.S. Virgin Islands.

NTIA expects to fund an estimated 50 projects with approximately $17 million in funding for 1998. All proposals will be reviewed by panels of outside experts. NTIA intends to announce the recipients of the 1998 grant cycle in September.

The TIIAP program has awarded 332 grants since its inception in 1994. These awards amount to over $100 million in federal funds, which have been matched by $150 million in non-federal funds.

TIIAP is administered by the Commerce Department's National Telecommunications and Information Administration. Funds are awarded in five application areas: education, culture, and lifelong learning; public services; health; public safety; and community networking.
