Senate Dems propose increased innovation funding for FY 2023

With the fiscal year coming to a close and the U.S. Senate having yet to advance any appropriations bills for the next year, the Senate Democrats have released their proposals for FY 2023 funding levels. Due to the potential for substantial changes when the final FY 2023 budget is passed, this article only covers specific funding levels that are a high priority for the tech-based economic development (TBED) field. Funding levels from the House Committee on Appropriations for FY 2023 and FY 2022 enacted amounts also are provided in parentheses for comparison purposes.

Economic Development Administration (EDA)

Overall Funding: $450 million (House proposed FY 2023: $510 million; FY 2022 enacted: $373 million)

  • Build to Scale: $50 million (House proposed FY 2023: $50 million; FY 2022 enacted: $45 million)
  • STEM Apprenticeship: $10 million (House proposed FY 2023: $4.5 million; FY 2022 enacted: $2 million)

National Institute of Standards and Technology (NIST)

Overall Funding: $1.7 billion (House proposed FY 2023 $1.47 billion; FY 2022 enacted: $1.23 billion)

  • Labs and research: $975 million (House proposed FY 2023: $938 million; FY 2022 enacted: $975 million)
  • Hollings Manufacturing Extension Partnership program: $200 million (House proposed FY 2023: $221 million; FY 2022 enacted: $167 million)
  • Manufacturing USA Institutes: $70 million (House proposed FY 2023: $18 million; FY 2022 enacted: $16.5 million)

Small Business Administration (SBA)

Overall Funding: $1.1 billion (House proposed FY 2023: $1.1 billion; FY 2022 enacted: $1.03 billion)

  • Federal and State Technology Partnership (FAST): $10 million ( House proposed FY 2023: $8 million; FY 2022 enacted: $6 million)
  • Regional Innovation Clusters: $9 million (House proposed FY 2023: $10 million; FY 2022 enacted: $8 million) – Note: Includes the committee’s preference that nonprofit entities be allowed to compete for awards.
  • Growth Accelerators: $10 million (House proposed FY 2023: $5 million; FY 2022 enacted: $3 million)

National Science Foundation (NSF)

Overall Funding: $10.3 billion (House proposed FY 2023: $9.6 billion; FY 2022 enacted: $8.8 billion)

  • Regional Innovation Engines: “up to” $200 million (House proposed FY 2023: “no less than” $170 million; FY 2022: not applicable)

Minority Business Development Agency (MBDA)

Overall Funding: $70 million (House proposed FY 2023: $73 million; FY 2022 enacted: $55 million) – Note: Senate proposal does not include a line item for the “entrepreneurship pilot” that the House proposed as a $1.5 million program

National Institutes of Health (NIH)

Overall funding: $47.95 billion (House proposed FY 2023: $47.5 billion; FY 2022 enacted: $45 billion)

  • ARPA-H: $1 billion (House proposed FY 2023: $2.75 billion; FY 2022 enacted: $1 billion)

Department of Energy

Overall Funding: $49.3 billion (House proposed FY 2023: $48.2 billion; FY 2022 enacted: $44.8 billion)

  • Energy Efficiency and Renewable Energy: $3.8 billion (House proposed FY 2023: $4 billion; FY 2022 enacted: $3.2 billion)
  • ARPA-E: $570 million (House proposed FY 2023: $550 million; FY 2022 enacted: $450 million)
  • Office of Technology Transitions: $21.6 million (House proposed FY 2023: $23 million; FY 2022 enacted: $19.4 million)

 

The current federal fiscal year ends Sept. 30, and Congress must pass a budget before this date to continue operating. Most likely, the next budget will be a “continuing resolution” that will continue FY 2022 appropriations levels at least until after the elections.
