The Michigan Economic Development Corporation (MEDC) recently announced the recipients of $25 million in awards from Michigan's 21st Century Jobs Fund. Each of the eight organizations receiving the awards will use the funding to support Michigan entrepreneurs and technology commercialization. The largest single allotment, $10.8 million, will benefit Ann Arbor SPARK, which plans to replenish its Michigan Pre-Seed Capital Fund with the award. Other recipient organizations will be offering capital and business assistance around the state.

The New Jersey Economic Development Agency currently is accepting comments from the state's science and technology (S&T) community on the development and implementation of a new "technology accelerator program." The mentor-based program is intended to create a competitive environment for S&T companies and entrepreneurs to showcase their products, ideas and business acumen for an opportunity to receive funding. The 10 regional councils established earlier this year to stimulate economic development and improve the business climate statewide are tasked with five primary responsibilities, and can compete for funding from a pool of $1 billion to support projects they determine to be a part of their regional strategy. Gov. Andrew Cuomo recently unveiled a blueprint for how the councils will operate with information regarding resource allocation, structure and leadership, and performance measurement.

Recent legislative actions supporting technology-based economic development include level funding for the Massachusetts Life Sciences Center, funding to support programs of the Minnesota Science and Technology Authority and the expansion of two state programs in support of technology and life sciences companies in New Jersey.

Lawmakers in several states wrapped up their 2011 sessions in time for the new fiscal year, which begins on July 1 for most states, allocating funds and passing bills in support of tech-based economic development. Read more...

Iowa Gov. Terry Branstad signed Iowa House File 590 into law, establishing a new economic development public-private partnership. The Iowa Partnership for Economic Progress (IPEP) will be comprised of two separate entities — the Iowa Economic Development Authority and the Iowa Innovation Corporation. IPEP replaces the embattled Iowa Department of Economic Development. The passage of the bill achieves one of Gov. Brandstad's top campaign priorities to shift the state's economic development efforts away from government and more toward the private sector. The Iowa Business Council (IBC), a nonprofit organization, also released a new report that looks at the Iowa competitive advantage relative to other states over a 10-year period. Lawmakers approved Gov. Tom Corbett's proposal to restructure the state's economic development efforts by consolidating several programs within the Department of Community and Economic Development (DCED). Total general fund spending for DCED in FY12 is $212.8 million, down from $327.5 million last year or a 35 percent reduction. Much of this is achieved through consolidating programs.

One is a proposed tech corridor focused on energy and environment in southeastern Louisiana and the other is being called a "knowledge district" meant to capitalize on the life sciences sector in Providence, but both have the same goal: growing high-tech industry sectors and creating high-wage jobs. Though the concept has been around for decades and is successful in many areas of the country, some states and regions are just now finding their niche and gaining support to establish tech hubs.

Created as the successor to two longstanding and accomplished tech-based economic development organizations — the Washington Technology Center (WTC) and the Spokane Intercollegiate Research and Technology Institute (SIRTI) — Innovate Washington will serve as the state's primary agency responding to tech transfer needs and strengthening university-industry partnerships. Innovate Washington also will coordinate the state's clean energy initiatives.

Florida lawmakers approved legislation to reorganize economic development efforts by establishing a new government-run agency to coordinate programs and adding divisions to the public-private partnership, Enterprise Florida. Within the newly created Department of Economic Opportunity, lawmakers established a trust fund and approved $125 million for strategic investments.
