Massachusetts

Governor Argeo Paul Cellucci, Budget Recommendations, FY 2002, January 24, 2001

  • Office of Business Development - $4,538,898 for the operation of the Massachusetts office of business development, including funding for statewide technology related grants, with a limit of $536,000 for the Massachusetts international trade council. An increase of $1,113,466 over last year’s recommendation.
  • Biomedical Initiatives - $400,000 for a contract with the Massachusetts 

    biotechnology research institute; provided, that the institute submits a plan for financial self-sufficiency by July 1, 2002. A decrease of $100,000 from the FY01 budget.
  • Massachusetts Technology Collaborative Program - $900,000 for a contract with the Massachusetts Technology Park. The funds are used to provide technical assistance and proposal support to applicants or prospective applicants. A $300,000 decrease compared to FY01 budget recommendation.
  • Workforce Development Grants to Community Colleges - $2,100,000 for a 

    new community college workforce training incentive grant program.

Michigan

Governor John Engler, State of the State Address, January 31, 2001

  • Called for exemption from the state’s business tax for businesses in the emerging fields of life sciences, micro-systems and information technology.
  • Creation of Cybercourt to protect intellectual property rights of inventors, entrepreneurs, small tech and IT firms. 
  • Requested the Public Service Commission, the Michigan Economic Development Corporation and the e-Michigan Office to recommend immediate reforms to keep local governments from erecting barriers to “Speed, competition, and connections to the world.”
  • Requested the Michigan Economic Development Corporation to begin negotiations with the Internet 2 leadership team to make Ann Arbor their permanent home

Missouri
