Kentucky and Michigan Charge Ahead on Advanced Battery Manufacturing
Within the last two weeks, both Kentucky and Michigan announced major developments in their ongoing efforts to build a statewide advanced battery industry. With these initiatives, the states hope to better position themselves for upcoming rounds of advanced battery development grants from the federal government and other future sources of investment.
A partnership between the state of Kentucky, the University of Kentucky, the University of Louisville, and Argonne National Laboratory is establishing a national Battery Manufacturing R&D Center to be located in Lexington. Focusing initially on advancing lithium-ion battery manufacturing, the Center will utilize the research and personnel from the universities, but also will have complementary R&D facilities at Argonne. Existing Kentucky programs to fund research grants and recruit researchers will be used to enhance the Center's activities.
A few days after the Kentucky announcement, the National Alliance for Advanced Transportation Batteries (NATTBatt), a partnership of 50 battery and materials manufacturing companies, announced their intention to spend $600 million to build a 1 million-square-foot campus…
Entrepreneurial Efforts Underway to Boost Economy
As companies across the nation continue to announce massive layoffs during the economic recession, states, localities and private foundations are encouraging entrepreneurial training and providing support services to help create new jobs and assist struggling businesses.
Last month, the Kauffman Foundation announced an intensive effort to quickly train entrepreneurs and bolster the nation's economy. The $1 million FastTrac LaunchPad program is a combination of two existing initiatives - the FastTrac NewVenture and FastTrac GrowthVenture - offered in shorter lengths than the normal ten-week courses. The Kauffman Foundation points to U.S. Census Bureau Business Dynamic Statistics data, which indicates that while business startups decline slightly in most of the cyclical downturns, startups remain robust even in the most severe recession over the sample period (in the early 1980s).

Michigan Budget Proposal Focuses on Job Creation, Workforce Training
Gov. Jennifer Granholm's FY10 budget includes increased funding to support programs aimed at job creation in emerging fields and maintains level funding for year three of an initiative to train displaced workers for in-demand careers.
The executive budget unveiled last week provides $1.4 billion in total funds for the newly reorganized Department of Energy, Labor and Economic Growth, with nearly half dedicated for workforce training. Gov. Granholm signed Executive Order 2008-20 in October, consolidating all activities related to the energy sector into the Department of Labor and Economic Growth. Energy programs and regulation are funded at $123 million in the FY10 budget proposal, which includes funding for an initiative to train workers for green jobs.
The governor recommends level funding ($15 million) for the No Worker Left Behind Initiative, a program that provides financial assistance for training programs or up to two years' tuition at any Michigan community college or university for training in high-demand occupations. Michigan State University Wins $550 Million Nuclear Physics Facility
It won't have smokestacks or be pushing automobiles or computer chips off an assembly line, but the $550 million plum that landed in East Lansing, MI last week is similar in size to many industrial recruitment/retention deals sought by conventional economic development efforts. This one, though, could have a longer lasting and higher quality economic impact compared to conventional recruitment/retention deals.
The Department of Energy announced it has chosen Michigan State University (MSU) as the future home of the next big thing in nuclear physics, a $550 million Facility for Rare Isotope Beams (FRIB). FRIB research will involve experimentation with intense beams of rare isotopes-short-lived nuclei not normally found on earth. That research is expected to advance critical applications in the areas of materials science, medicine, and stockpile stewardship.

The outcome of Tuesday's election resulted in several wins and some defeats for TBED among the more than 150 ballot measures presented to voters across the nation. Outlined below are the unofficial election results of select ballot measures from each state's respective election office and local media reports as of Wednesday, Nov. 5. Arkansas Voters approved 63 percent to 37 percent a constitutional amendment authorizing the General Assembly to establish, operate and regulate state lotteries to fund scholarships and grants for residents enrolled in two- and four-year colleges and universities in the state. Voters also approved a measure to shift the state's budgeting from a two-year cycle to an annual cycle.

Election Preview: Voters to Decide on Statewide TBED Issues
While the Presidential election takes center stage on November 4, voters in several states also will cast their votes on statewide ballot issues affecting the TBED community. In addition to the 11 gubernatorial races and more than 5,800 state legislative seats up for grabs, voters across the nation will consider measures to provide funding for public education, expand investment in alternative and renewable energy, lift restrictions on stem-cell research, and eliminate income tax and state spending caps. Following is a summary of selected ballot issues from across the nation.
Funding Public Education
Florida Florida voters will be asked to amend the state constitution to require that the legislature authorize counties to levy a local option sales tax to supplement funding for public community colleges. Ballot question 8 requires voter approval to levy the tax.
Maryland A proposal in Maryland asks voters to approve an amendment to the state constitution authorizing video lottery terminal gaming to provide funds for public education. Question 2 legalizes up to 15,000 machines at sites in four counties and the city of Baltimore. HB 4 requires…
