Chris Coburn, the founding executive director of Cleveland Clinic Innovations, is leaving at the end of May to join Boston-based Partners Healthcare, the largest healthcare system in Massachusetts.

Mary Jo White has been confirmed by the Senate as the new head of the Securities and Exchange Commission.

Marcel Valois has been nominated for executive director of the Rhode Island Economic Develop Corporation by Gov. Lincoln Chafee.

Erik Mitisek has been named the CEO of the Colorado Technology Association, effective April 29.

Richard Sutton has been named executive director of the South Carolina Commission on Higher Education.

Mark Lytle has been named the University System of Georgia's new vice chancellor for economic development.

Frederick Cartwright has been appointed the executive director of the Clemson University International Center for Automotive Research.

Jeffrey Margolis recently joined the Illinois Science and Technology Coalition as managing director.

F. King Alexander has been appointed as president of the Louisiana State University System and Chancellor of LSU A&M.

A new Office of Economic Development and Competitiveness started operation April 1 within the Washington state Department of Commerce. The new office has merged the business services division and energy office into one entity.

As budgets for economic development tighten across all sectors, measuring and reporting impact becomes even more crucial for sustaining support. The Association of University Research Parks points to three impressive impact reports released this year from Indiana's Purdue Research Park, Nebraska Technology Park and North Dakota State University Research and Technology Park.

The Purdue study found the park network is responsible for a $1.3 billion annual impact for the state and more than 4,000 high-quality jobs paying an average annual salary that is 65 percent higher than the state's average. In Nebraska, researchers found the University of Nebraska Technology Park has an estimated $589.6 million annual impact on the state's economy, and North Dakota State University Research and Technology Park generates $10.9 million annually for local and state governments.

SSTI board members Rob Atkinson and Rebecca Bagley and SSTI member Stephen Tang were appointed to the U.S. Department of Commerce Innovation Advisory Board. The 15-member board will guide a study of U.S. economic competitiveness and innovation to help inform national policies.

Tom Thornton, who recently resigned as president and chief executive of the Kansas Bioscience Authority, has joined Cleveland Clinic Innovations as its general manager of alliances.

North Dakota Gov. Jack Dalrymple named Alan Anderson to head the North Dakota Department of Commerce. Paul Govig has been serving as the acting commissioner since December of last year when Shane Goettle left the department. Govig will continue to serve as deputy Commerce commissioner.

SSTI Board member Phillip Singerman has been named as the Associate Director for Innovation and Industry Services for the National Institute of Standards and Technology. He will assume this position on January 31.

Alabama Gov.-elect Robert Bentley named former house speaker Seth Hammett as the director of the Alabama Development Office.

Colorado Gov. Bill Ritter announced he will become director of the Center for the New Energy Economy at Colorado State University effective Feb. 1.

Michigan Gov. Rick Snyder named Michael Finney, current president and CEO of Ann Arbor SPARK, as the new Michigan Economic Development Corp. director, replacing Greg Main. Ann Arbor SPARK announced the appointment of Skip Simms as interim president and CEO.

The Small Business Administration (SBA) announced the selection of 10 regional economic development and job creation efforts through a new pilot program, Innovative Economies, that supports small business participation in regional economic clusters. SBA's funding is designed to expand the opportunities and the role small businesses play in these regional collaborations. The awardees were selected from among 173 applicants. Awards went to organizations in: Alabama, California, Connecticut, Illinois, Michigan, Minnesota, Mississippi, North Carolina, Ohio and South Carolina. Read the full release

Touted as a tool to help the state attract and retain jobs, South Carolina Gov. Mark Sanford last week signed into law H. 4478, the Economic Development Competitiveness Act. The new law directs one-third of the state's endowed chairs money be administered by the Coordinating Council on Economic Development — a reform measure that the governor says will help shift its focus to job creation and allow private sector investment to lead public sector investment. Funding previously was administered by an academic panel. The Act also provides several incentives for manufacturing, including renewable energy tax incentives.

To support the state's manufacturers and attract new facilities, the Act includes the following incentives:

Silicon Valley, a region often looked to for trends in the technology field, is expected to see a rise in the number of new high-tech incubators and the expansion of existing incubators in the coming months. A recent Wall Street Journal article points to these openings as a sign of revival for technology startup companies amid a relatively slow period last year as startup investment plunged during the recession. Across the nation, specialized incubators spanning clean energy, sustainable architecture and advanced materials have emerged over the past several months to support high-tech ventures.

USTAR announced in January the opening of Utah's first incubator focused on information technology and renewable energy. The Southern Utah Information Technology and Renewable Energy Incubator, located in St. George, will support businesses focused on high technology, green technology and alternative energy.
