New Kauffman Foundation Competition Encourages Female Scientists and Engineers to pursue Entrepreneurial Ventures

The Kauffman Labs for Enterprise Creation announced its first Women in Science and Engineering Business Idea Competition to encourage female scientists and engineers to pursue entrepreneurial ventures. The competition's goal is totap into the "growing pool of highly educated women who have the potential to start scalable science and engineering-related ventures". Competition winners will receive an all-expenses-paid trip to TED 2011, where they will be afforded an opportunity to present their idea in front of the "world's most fascinating thinkers and doers." The competition is hosted by Kauffman Labs and sponsored by Kauffman FastTrac and Astia. Entries are due Jan 15, 2011 and winners will be announced in early February. Read the press release ...

Missouri Group Working on Plan to Transform State's Economy

With input from industry leaders in life sciences and tech-based organizations, a group convened by Gov. Jay Nixon is tasked with identifying a vision and mission to transform the state's economy within five years targeting high-growth industries. By the end of the year, the group hopes to identify six to eight key initiatives most likely to impact the economy. Tech-based components will be critical to the plan, with details forthcoming.

The Missouri Strategic Initiative for Economic Growth enlists the leadership of a 40-member task force that includes representatives from business, labor, higher education, and economic development agencies. Representatives from the life sciences sector include Kelly Gillespie, Executive Director of Missouri Biotechnology Association, Don Rubin, Executive Director of the Coaliton for Plant and Life Sciences, and Daniel Getman, President of Kansas City Area Life Sciences Institute. Over the next six months, the group will gather and analyze data and provide input and recommendations on proposed strategies and tactical action plans.

JDG Associates, Executive Search Consultants, has been retained by the suburban Maryland-based National Institute of Standards and Technology (NIST) to recruit two key leaders:

  • The Director for Innovation and Industry Services will focus on technology transfer and commercialization along with the fostering of public/private partnerships and joint ventures; and,
  • The Director, Laboratory Programs will be wearing two hats: 1) leading the six NIST laboratories (2000 staff) and 2) serving as the Principal Deputy to Pat Gallagher-- the NIST Director. The ideal candidate for this position will have either managed a complex, multi-disciplinary scientific laboratory comprised of a minimum of several hundred staff OR be a world-renowned scientist who is interested in leveraging his/her background and reputation to further the NIST mission.

 

These are high-visibility c-suite positions within a rapidly-growing federal organization.

Research Parks RoundUp

Having the tools and resources to develop innovative concepts and products and move discoveries from the lab to the marketplace is an essential component for building tech-based economies. Research parks, a place where innovative ideas are borne, partnerships between university and industry are created, and companies grow and create new jobs, provide a foundation for the kind of economic growth necessary to compete in a global economy. Over the past few months, development plans and groundbreaking announcements from research parks across the nation have been made.

Construction on the first building of Innovation Park, a Missouri University of Science & Technology Research Park, began in March on what used to be a 60-acre golf course. When completed, the building will provide 18,500 sq. ft. of office suites and shared office space for tenants. The concept for a research park on the Missouri S&T campus has been a topic of discussion for more than 10 years, according to the university. Innovation Park is slated to open in October 2010.

California Gov. Arnold Schwarzenegger signed an executive order establishing the Governor's Office of Economic Development and appointed Joel Ayala as the director of the new office.

Dennis Lower has been named the new president and chief executive office of the Center of Research, Technology and Entrepreneurial Exchange. Currently, Lower serves as vice president of planning and development and director of InterTech Science Park for the Biomedical Research Foundation of Northwest Louisiana. He will start at CORTEX in May.

Wisconsin Department of Commerce Secretary Dick Leinenkugel has resigned as secretary of the Department to pursue a new opportunity.

Proposal to Attract S&T Companies, Researchers Slated for Missouri Legislative Session

During the upcoming legislative session in Missouri, lawmakers will consider a proposal by Gov. Jay Nixon to create a funding source aimed at attracting top scientists, commercializing research, recruiting and building science infrastructure, and creating capital programs for early-stage technology companies. The Missouri Science and Reinvestment Act (MOSIRA) would dedicate an annual portion of new tax revenues generated by biotechnology companies to a newly-created state fund administered by the Missouri Technology Corporation. Funding would be reinvested in a wide-range of technology-based economic development programs designed to grow science and technology companies across the state. President Obama has named Ron Bloom as the administration's senior counselor for manufacturing policy. Since, February, Bloom has been a senior adviser to Treasury Secretary Timothy Geithner, and he sits on the president's automotive industry task force.

Detroit Renaissance and the Michigan Business Leadership Council are uniting to form a new organization called Business Leaders for Michigan. The new organization supports the Michigan Turnaround Plan.

The U.S. Senate confirmed John Fernandez as assistant secretary of commerce for economic development. A former Mayor of Bloomington, IN, Fernadez will oversee the Economic Development Administration.

As Budgets Tightens, State TBED Investments Grow More Targeted

With less money to spend on risky endeavors, many states are taking more targeted approaches toward economic development, seeking out sectors of the economy they consider most likely to grow and be sustainable beyond current conditions. In Hawaii, for example, lawmakers established an Aerospace Advisory Committee this session seeking long-term growth in aerospace-related industries. Missouri legislators, meanwhile, passed an "emergency jobs bill" expanding tax credits for technology business projects, and North Dakota lawmakers increased funding for agricultural research and infrastructure. The following overview provides highlights of approved budgets and legislation from the 2009 sessions in Hawaii, Missouri and North Dakota.

Lawmakers agreed to a scaled-back restructuring plan for the Department of Business, Economic Development and Tourism (DBEDT), separating one division from the department and transferring two attached agencies to other departments.
