Alabama Gov.-elect Robert Bentley named former house speaker Seth Hammett as the director of the Alabama Development Office.

Colorado Gov. Bill Ritter announced he will become director of the Center for the New Energy Economy at Colorado State University effective Feb. 1.

Michigan Gov. Rick Snyder named Michael Finney, current president and CEO of Ann Arbor SPARK, as the new Michigan Economic Development Corp. director, replacing Greg Main. Ann Arbor SPARK announced the appointment of Skip Simms as interim president and CEO.

Michigan Lawmakers Pass Angel Investment Tax Credit Legislation

Michigan lawmakers last week passed a measure aimed at increasing access to capital for small businesses by allowing taxpayers to collect an income tax credit worth 25 percent of a qualified investment in emerging industries such as advanced manufacturing and life sciences. Under HB 5921, the investment must be at least $20,000 and certified by the Michigan Strategic Fund (MSF). MSF can certify up to $9 million in credits in a single year with up to $250,000 for each business. Gov. Jennifer Granholm proposed the angel tax credit during her State of the State address earlier this year (see the Feb. 10, 2010 issue of the Digest). The measure was passed with broad support by a vote of 85-14 in the House and 34-0 in the Senate. Read the governor's press release ...

Fred Mondragón, New Mexico's economic development secretary announced that he is retiring. Gov. Bill Richardson has appointed Allan Oliver, the deputy secretary of economic development, to replace Mondragón during the final weeks of the administration.

Robert Rosenbaum has been appointed president and executive director of the Maryland Technology Development Corporation. John Wasilisin has been serving as acting president and executive director since Renée Winsky stepped down in July 2009 to become CEO of the Tech Council of Maryland. Wasilisin will now shift to a role as executive vice president and chief operating officer.

SBA Selects 10 Regional Efforts for Cluster

The Small Business Administration (SBA) announced the selection of 10 regional economic development and job creation efforts through a new pilot program, Innovative Economies, that supports small business participation in regional economic clusters. SBA's funding is designed to expand the opportunities and the role small businesses play in these regional collaborations. The awardees were selected from among 173 applicants. Awards went to organizations in: Alabama, California, Connecticut, Illinois, Michigan, Minnesota, Mississippi, North Carolina, Ohio and South Carolina. Read the full release

Michigan's Programs Having Significant Impact

Since 2006, Michigan's economic development programs designed to transition its economy from the traditional manufacturing-based economy to an economy driven by clusters of innovative manufacturers and service providershave led to more than 24,407 direct and indirect jobs created or retained, the creation of approximately 1,500 new companies and almost 900 patents. A Foundation for the New Michigan Economyprepared by the Michigan Economic Development Corporation details the initial results of three programs —the 21st Century Jobs Fund (21st CJF), the Michigan Life Sciences Corridor (MLSC) and the Michigan Technology Tri-Corridor (MTTC) —that are designed to commercialize new technologies and increase access to capital for new and existing businesses.

Neal Wade will resign his position as director of the Alabama Development Office in November and has been named senior vice president of economic development for St. Joe, one of Florida's largest real estate development companies.

Business Leaders for Michigan and the University Research Corridor have formed Accelerate Michigan to identify Michigan's best opportunities to grow clusters of innovation based on university-industry R&D.

Wisconsin's largest academic energy research organizations have merged to form the Wisconsin Energy Research Consortium to stimulate basic energy research discovery from funded projects. The consortium brings together the state's four largest engineering schools and eight industry partners.

Ray Gilley resigned as chief executive of the Metro Orlando Economic Development Commission after nine years on the job. Gilley was responsible for helping lure the Sanford-Burnham Medical Research Institute to Central Florida.

Peter Ginsberg joined the North Carolina Biotechnology Center as vice president of Business & Technology Development.

Leslie Smith was hired as the first general manager of TechTown, Detroit's research and technology park. A Detroit native, Smith previously served as director of business acceleration for the Michigan Economic Development Corp.

Deputy Director Jonathan Taylor will fill the position of director of the Texas Emerging Technology Fund following the resignation of Alan Kirchhoff earlier this month.

Andre Pettigrew, the director of the Denver Office of Economic Development, will become the first executive director of Climate Prosperity Inc., a Washington, D.C., climate-change think tank. LaCharles Keesee, the city's deputy chief financial officer, will assume an interim role as head of the city's economic development department until a final replacement is named.

The Ohio Development of Department has named Karen Shauri director of the Small Business Development Centers of Ohio.

Terri Shelton, director of the University of North Carolina Greensboro Center for Youth, Family, and Community Partnerships has been named the vice chancellor for research and economic development.

$3M Grant Awarded for Regional Network to Support MI Entrepreneurs

A $3 million grant from the New Economy Initiative for Southeast Michigan recently was awarded to a group of four business accelerators working together to support area entrepreneurs and grow Michigan's knowledge-based economy. The grant will support efforts of the newly formed Business Accelerator of Southeast Michigan, which includes Ann Arbor SPARK, Automation Alley, Macomb-OU INCubator, and TechTown. Projects involving venture capital funding, the development of best practices and intellectual property, and plans to build a statewide database listing all business resources for entrepreneurs are in discussion.Read the press release.

Some of the responsibilities include managing business accelerator client process from intake to referral and ongoing client support, coordinating with shared services for administrative functions and maintaining accurate SalesForce information for all clients.

Michigan Gov Plans to Boost Entrepreneurship, Unveils FY11 Budget

A plan to provide loans and specialized training to foster entrepreneurship recently was announced by Gov. Jennifer Granholm. The two-pronged, $43 million strategy consists of a loan partnership between credit unions and Michigan Small Business and Technology Development Centers with specialized training provided through the Michigan Economic Development Corporation's FastTrac NewVenture Program.

The loan partnership is expected to make about $43 million available to help more than 2,000 small businesses with new or expanding operations. For the training component of the plan, the Michigan Economic Development Corporation has pledged $200,000 to expand the 10-week FastTrac NewVenture program, designed for entrepreneurs in the early stages of business development, reports the Associated Press.
