FY 2019 final budget from Congress: Defense, Labor, HHS

SSTI is publishing a series of FY 2019 budget updates to match Congress’s unusually early action. 

Congress is set to pass portions of the overall FY 2019 federal budget before the end of the current fiscal year, which has been rare over the last decade. To keep pace, SSTI will be running a series of FY 2019 budget updates. Part I is Energy and Water (including Regional Agencies), Legislative Branch, and Military Construction and Veterans Affairs. Part II is Defense with Labor and HHS, as well as a CR for the rest of the government through Dec. 7.

Budget deal supports innovation, research

Congress has passed a budget for FY 2017 that largely continues support for federal innovation programs and R&D investments. Among the highlights are $17 million for Regional Innovation Strategies (a $2 million increase over FY 2016), level funding of $130 million for the Hollings Manufacturing Extension Partnership and $5 million for SBA’s clusters program. In reviewing dozens of line items, offices that had received significant cuts in the White House’s skinny budget appear to receive some of the largest funding increases (such as the Appalachian Regional Commission, Community Development Block Grant and ARPA-E). However, with the exception of multi-billion dollar increases for Department of Defense R&D, many increases are rather small in terms of overall dollars. This is, at least in part, a reflection of non-defense spending caps rising by only $40 million for FY 2017, limiting the availability of new funds. In this context, science and innovation gains are particularly impressive, with a five percent overall increase for federal R&D that particularly benefits NASA and NIH.

Final FY 2018 budget increases Regional Innovation, MEP, NSF

With final passage and signage pending at the time of publication, the federal budget for FY 2018 provides relatively strong support for innovation economies. The Regional Innovation Strategies program is funded at $21 million, MEP at $140 million and the National Science Foundation at $7.8 billion, increases for all organizations. Other notable innovation programs receiving at least level funding are SBA’s cluster and accelerator programs, DOE’s ARPA-E, NASA science and the National Institutes of Health.

Highlights from the President's FY 2018 Budget Request: Dept. of Health and Human Services

The administration’s FY 2018 budget request for the Department of Health and Human Services (HHS) is $69.8 billion in discretionary spending, reflecting a $14.6 billion (17.3 percent) decrease from FY 2017 estimated funding levels. Discretionary spending accounts for approximately 7 percent of the total proposed HHS budget. Mandatory spending for programs like Medicare, Medicaid and the Children’s Health Insurance Program account for the balance. Total FY 2018 budget authority for HHS would be $1.1 trillion (0.03 percent increase over FY 2017 estimates).

Highlights from the President's FY15 Department of Health and Human Services Budget Request

The administration’s FY15 budget request for the Department of Health and Human Services (HHS) is $77.1 billion in discretionary spending, reflecting a 1.6 percent decrease from FY14 enacted funding levels. Discretionary spending accounts for only 7.5 percent of the total proposed HHS budget. Mandatory spending for programs like Medicare, Medicaid and the Children’s Health Insurance Program account for the balance. Total FY14 budget authority for HHS would be $1 trillion (6 percent increase over FY14 enacted).

Differences in industry concentrations of VDO and VC investments

Data reveal that policymakers should not equate strong Venture Development Organizations (VDOs) with private venture capital companies; the purpose of creating public policy to increase the availability of innovation-centered risk capital can be lost if one presumes VCs and VDOs are the same. While there are many similarities between individual VDOs and VC funds, important differences in industry concentration emerge when the two groups are compared in aggregate, which may result in different long-term economic impacts.  Effective VDOs are important drivers of regional innovation and of pushing emerging tech businesses forward. VC, on the other hand, can play an extractive role, particularly in markets with scarce equity finance options.

What could a “new golden age” of science mean for research and commercialization?

SSTI’s recent TBED Community of Practice webinar took up a practical question raised by the White House Office of Science and Technology Policy report, Science: A New Golden Age: if federal science policy shifts, what changes will universities, commercialization, and regional innovation organizations need to make? The presentation outlined a research system that could look considerably different from the one that has developed since Vannevar Bush’s Science, the Endless Frontier.

New federal rules, both proposed and finalized, will impact small businesses

A recent flurry of new rules, both proposed and finalized, may interest small business owners or those who advise them. The U.S. Small Business Administration (SBA) has proposed two new rules. The first, Revised Size Standards Methodology, will update SBA’s methodology for determining which businesses qualify as “small.” The second, on Small Business Size Standards, would consolidate the number of industry-specific size standards and raise size standard thresholds.
