China gaining on US lead in S&T

The latest Science and Engineering Indicators from NSF’s National Science Board shows the U.S. share of S&T activities declining as other nations like China continue to rise. The report presents a wealth of data on how science and engineering R&D are tied to economic and workforce development, including indicators in education; workforce; R&D; industry, technology and the global marketplace; invention, knowledge transfer, and innovation; and public attitudes and understanding.

University research space growth slows, NSF finds

After 4-years of decline, universities report increased federal R&D funding for FY 2016

For the first time in five years, federal funding for higher education research and development increased in both current and constant dollars, according to recently released data from the National Center for Science and Engineering Statistics within the National Science Foundation. In FY 2016, universities reported $72.0 billion in total R&D expenditures, a 4.8 percent increase from FY 2015. Of this amount, more than half (54 percent) came from the federal government.

For the first time in five years, federal funding for higher education research and development increased in both current and constant dollars, according to recently released data from the National Center for Science and Engineering Statistics within the National Science Foundation. In FY 2016, universities reported $72.0 billion in total R&D expenditures, a 4.8 percent increase from FY 2015. Of this amount, more than half (54 percent) came from the federal government. Institutionally financed research represented 16 percent, the second largest source of R&D funds at universities in FY 2016.

NSF intends to commit over $12.7 million to support I-Corps teams

The National Science Foundation (NSF) released a new federal funding opportunity (FFO) for the Innovation Corps-National Innovation Network Teams program (I-Corps Teams). I-Corps team awards provide mentoring and additional funding to promising, NSF-funded researchers at institutions of higher education to accelerate innovation, attract subsequent third-party funding, and increase the commercialization of scientific discoveries. NSF intends to commit $12.75 million to support up to 255 I-Corps teams and proposals are accepted on a continuing basis.

Business R&D performed in US increases

In 2015, businesses spent 4.4 percent more on R&D performed in the U.S. than they did in 2014, reaching $356 billion total, the NSF reports. Of the total R&D expenditures in 2015, companies spent $22 billion (6 percent) on basic research, $56 billion (16 percent) on applied research, and $278 billion (78 percent) on development.

NSF commits $80 million to four ERCs

Second set of NSF INCLUDES awards focuses on increasing STEM diversity

The National Science Foundation (NSF) has announced the recipients of 27 Design and Development Launch Pilots as part of its INCLUDES initiative. The initiative is aimed at enhancing U.S. leadership in science, technology, engineering and mathematics (STEM) discoveries and innovations through a commitment to diversity and inclusion. The 27 pilots feature public-private partnerships that will develop blueprints for broadening STEM participation and are funded through two-year, $300,000 grants.

Senate Appropriations advances FY 2018 spending bills, would fund Regional Innovation at $21 million

Over the past week, the U.S. Senate Committee on Appropriations has passed bills to fund commerce and science, transportation, energy and water and agriculture. Regional Innovation Strategies would be funded at $21 million, an increase of $4 million over FY 2017. Other innovation proposals received mixed support, as the Senate cut $3.2 billion from commerce, justice and science funding and another $400 million from agriculture.

US House appropriations bills would make major cuts to innovation

The House Appropriations Committee began releasing FY 2018 “markup” budget bills this week, and the proposals would cut billions in non-defense spending. EDA would lose $100 million* in funding, SBA’s entrepreneurial development programs would lose $34 million, NIST’s Manufacturing Extension Partnership would lose $30 million, and Energy’s ARPA-E would be eliminated, among other cuts.

NSF announces $8M in new funding for I-Corps Nodes

The National Science Foundation (NSF) released a solicitation committing up to $8 million to support between one and seven Innovation Corps (I-Corps) Nodes. The nodes are part of I-Corps’ National Innovation Network that builds upon fundamental research with the goal of dramatically reducing the period of time necessary to bring a promising idea from its inception to widespread implementation.

COMPETES Act Reauthorized without Funding

Last week, Congress passed the American Innovation and Competitiveness Act (S. 3084), which reauthorizes the America COMPETES Act. The Act does not include any funding levels for any of the programs or agencies reauthorized in the bill but does reinforce Congress’s support for research and makes adjustments to some programs. One crucial component of the bill adjusts the cost share requirement for NIST’s Hollings Manufacturing Extension Partnership to 1:1 throughout the new authorization period.

U.S. R&D Reaches Record High of $499B in 2015, NSF Estimates

The National Science Foundation (NSF) estimates that U.S. research and development (R&D) funding reached an all-time high of $499.3 billion in 2015 – an increase of approximately $21.6 billion over 2014 levels ($477.7 billion). The $21.6 billion increase marks the third time in three years that overall U.S. R&D funding grew by more than $20 billion – $20.4 billion in 2013 and $21.1 billion in 2014.

New I-Corps Node Selected by NSF

Cornell University has been selected to host a new Innovation Corps (I-Corps) node through a grant provided by the National Science Foundation (NSF). It, along with four other existing hubs, received new grants ranging between $3.4 million and $4.2 million to be awarded over a five-year period. The I-Corps nodes are designed to support research and innovation and teach entrepreneurship in higher education.

NSF InfoBrief: US R&D Increased $21.1B in 2014

U.S. research and development (R&D) performance rose to $477.7 billion in 2014 – an increase of $21.1 billion over 2013, according to a recent National Science Foundation (NSF) InfoBrief. When adjusted for inflation, growth in U.S. total R&D performance (1.2 percent annually between 2008 and 2014) matched the average pace of U.S. gross domestic product (GDP).

37 NSF INCLUDES Projects Funded to Broaden STEM Participation

The National Science Foundation (NSF) has announced the recipients of 37 Design and Development Launch Pilots as part of its INCLUDES initiative. NSF INCLUDES invests in alliances and partnerships that seek to broaden STEM participation among underrepresented groups, including women, Hispanics, African Americans, Native Americans, persons with disabilities, people from rural areas and people of low socioeconomic status.

U.S. companies continue to emphasize innovation, as private performance of R&D increased for the fourth consecutive year, according to recently released data from the National Science Foundation. In total, U.S. businesses performed 6.7 percent more R&D in 2013 than in 2012, according to the data, and nearly 19 percent more R&D from 2010 to 2013. Combined, the top 10 states performed approximately two-thirds (65.3 percent) of all private research and development in the United States, led by California, whose $89.4 billion in corporate R&D performance accounted for 27.7 percent of the national total.

NSF Announces Community College Innovation Challenge Winners

The National Science Foundation (NSF), in partnership with the American Association of Community Colleges (AACC), announced the winners of the Community College Innovation Challenge – a competition that challenged teams of community college students to propose innovative science, technology, engineering and mathematics (STEM)-based solutions to real-world problems. A team from Forsyth Technical Community College in North Carolina placed first in the challenge with its Energy Efficient Nanotech Solar Greenhouse idea.

NSF Unveils Nine-Point R&D Agenda; Strategic Plans for Big Data, Advanced Computing Infrastructure

As the National Science Foundation (NSF) celebrates its 66th birthday, NSF’s Director France Córdova unveiled a nine-point research agenda to shape the federal agency’s future for the next several decades. These nine big ideas are intended to “illustrate how increased support for the type of basic research that NSF funds could help answer pressing societal problems,” according to an article from sciencemag.org. NSF’s leadership also hopes to build public and subsequent federal government support for significant federal investments in its agenda as well as spark the interest of industry and foundations to invest alongside the federal government. In addition to NSF’s release of a proposed long-term research agenda, two reports focused on Big Data and advanced computing infrastructures were also released by the federal government in May.

Differences in industry concentrations of VDO and VC investments

Data reveal that policymakers should not equate strong Venture Development Organizations (VDOs) with private venture capital companies; the purpose of creating public policy to increase the availability of innovation-centered risk capital can be lost if one presumes VCs and VDOs are the same. While there are many similarities between individual VDOs and VC funds, important differences in industry concentration emerge when the two groups are compared in aggregate, which may result in different long-term economic impacts.  Effective VDOs are important drivers of regional innovation and of pushing emerging tech businesses forward. VC, on the other hand, can play an extractive role, particularly in markets with scarce equity finance options.

New federal rules, both proposed and finalized, will impact small businesses

A recent flurry of new rules, both proposed and finalized, may interest small business owners or those who advise them. The U.S. Small Business Administration (SBA) has proposed two new rules. The first, Revised Size Standards Methodology, will update SBA’s methodology for determining which businesses qualify as “small.” The second, on Small Business Size Standards, would consolidate the number of industry-specific size standards and raise size standard thresholds.
