Federal budget continues growth for innovation initiatives

The final FY 2021 budget provides $1.4 trillion in total federal funding, including increases in some programs affecting the innovation economy. Among SSTI’s Innovation Advocacy Council priorities: EDA’s Build to Scale received an appropriation of $38 million, SBA’s Regional Innovation Clusters received $6 million, and SBA’s Federal and State Technology (FAST) program received $4 million. These are just a few of the federally-funded initiatives that support regional innovation economies and a wide range of federal R&D activities.

Congress is expected to pass the FY 2020 budget this week, and as anticipated, the bills include billions in new appropriations. Innovation policy priorities, such as Regional Innovation Strategies, Manufacturing Extension Partnership, and NSF, did well in the final budget. The 116th Congress has already advanced policies to affect regional innovation economies, and much more is poised to happen once both chambers return in September. In addition to completing the FY 2019 budget (see our Feb. coverage), this session has seen Regional Innovation Strategies legislation pass the House and Senate (albeit in different bills); the Senate working toward an overhaul of the Small Business Administration; and, the start of the FY 2020 budget process.

Senate committee would fund Regional Innovation at $25 million

The Senate Committee on Appropriations this morning advanced a funding bill that includes $25 million for Regional Innovation Strategies — $4 million more than the current funding round.

Differences in industry concentrations of VDO and VC investments

Data reveal that policymakers should not equate strong Venture Development Organizations (VDOs) with private venture capital companies; the purpose of creating public policy to increase the availability of innovation-centered risk capital can be lost if one presumes VCs and VDOs are the same. While there are many similarities between individual VDOs and VC funds, important differences in industry concentration emerge when the two groups are compared in aggregate, which may result in different long-term economic impacts.  Effective VDOs are important drivers of regional innovation and of pushing emerging tech businesses forward. VC, on the other hand, can play an extractive role, particularly in markets with scarce equity finance options.

What could a “new golden age” of science mean for research and commercialization?

The presentation outlined a research system that could look considerably different from the one that has developed since Vannevar Bush’s Science, the Endless Frontier.

New federal rules, both proposed and finalized, will impact small businesses

A recent flurry of new rules, both proposed and finalized, may interest small business owners or those who advise them. The U.S. Small Business Administration (SBA) has proposed two new rules. The first, Revised Size Standards Methodology, will update SBA’s methodology for determining which businesses qualify as “small.” The second, on Small Business Size Standards, would consolidate the number of industry-specific size standards and raise size standard thresholds.
