Innovation on hold for 1-out-of-4 SBIR winners

Thursday, October 10, 2019

Federal agencies fail, on average, 24 percent of the time to notify applicant small businesses of award decisions within required deadlines. A small business has a zero percent chance of being able to plan to start an innovation project within six months if they apply to ARPA-E (the Department of Energy’s Advanced Research Projects Agency) or the Defense Threat Reduction Agency, both of which never met the deadline.

Hearing sets stage for Senate to strengthen SBIR

Thursday, May 16, 2019

The Senate Small Business Committee held a hearing yesterday on “Reauthorization of the SBA’s Innovation Programs,” which had a heavy emphasis on SBIR/STTR.

The Senate Small Business Committee held a hearing yesterday on “Reauthorization of the SBA’s Innovation Programs,” which had a heavy emphasis on SBIR/STTR. Earlier in the day, Chairman Marco Rubio (R-Fla.) published a report on business investment, which places many shortcomings of the national economy at the feet of “sharedholder primacy” and calls for policies to incentivize investment by businesses into research and innovation. Among the topics raised during the hearing were making SBIR/STTR permanent, faster contracting, and additional support for innovative companies.

Senate Continues Debate Over SBIR Reauthorization

Wednesday, March 23, 2011

With the Senate in recess, debate over SBIR/STTR reauthorization has been temporarily put on hold for the week. The reauthorization act has landed at the center of a larger congressional debate over federal spending, due to the more than 80 amendments that have been submitted for consideration. Most of these amendments propose spending cuts unrelated to SBIR. The main text of the bill would extend the SBIR and STTR programs through 2019 and increase award levels for Phase I and Phase II awards.

Differences in industry concentrations of VDO and VC investments

Wednesday, August 26, 2026
Data reveal that policymakers should not equate strong Venture Development Organizations (VDOs) with private venture capital companies; the purpose of creating public policy to increase the availability of innovation-centered risk capital can be lost if one presumes VCs and VDOs are the same. While there are many similarities between individual VDOs and VC funds, important differences in industry concentration emerge when the two groups are compared in aggregate, which may result in different long-term economic impacts.  Effective VDOs are important drivers of regional innovation and of pushing emerging tech businesses forward. VC, on the other hand, can play an extractive role, particularly in markets with scarce equity finance options.

What could a “new golden age” of science mean for research and commercialization?

Wednesday, August 26, 2026
SSTI’s recent TBED Community of Practice webinar took up a practical question raised by the White House Office of Science and Technology Policy report, Science: A New Golden Age: if federal science policy shifts, what changes will universities, commercialization, and regional innovation organizations need to make? The presentation outlined a research system that could look considerably different from the one that has developed since Vannevar Bush’s Science, the Endless Frontier.

New federal rules, both proposed and finalized, will impact small businesses

Thursday, August 27, 2026
A recent flurry of new rules, both proposed and finalized, may interest small business owners or those who advise them. The U.S. Small Business Administration (SBA) has proposed two new rules. The first, Revised Size Standards Methodology, will update SBA’s methodology for determining which businesses qualify as “small.” The second, on Small Business Size Standards, would consolidate the number of industry-specific size standards and raise size standard thresholds.
