State economic development directors bring varied backgrounds to role

20 new governors to take office following election

With 36 governorships up for election — and more than half those open either due to retirements, term limits, or lost primaries — new faces were guaranteed in state offices across the country. As a result of Tuesday’s voting, 20 new governors will be taking office and 16 of 18 incumbent governors that were on the ballot on Tuesday will be serving another term (Illinois Governor Bruce Rauner and Wisconsin Governor Scott Walker were the only incumbent governors. defeated on Tuesday).

Voters mostly supporting education and redistricting initiatives, mixed on energy

SSTI has reviewed the results of ballot initiatives affecting innovation following Tuesday’s election. Higher education funding received support from voters in Maine, Montana, New Jersey and Rhode Island; however, a South Dakota measure aimed specifically at developing a fund to assist the state's postsecondary technical institutes and students was defeated. Additionally, Utah voters opposed using gas taxes to fund its schools. Several states had clean energy initiatives on their ballots, with mixed results.

Newly Elected Governors Tout Energy Plans

All eyes are on New Jersey and Virginia as newly elected governors soon will unveil action plans and proposals for their first year in office. During the recent gubernatorial campaigns, Governors-elect Chris Christie and Bob McDonnell both outlined plans to transform their respective states’ economies and create high-paying jobs through targeted investments in renewable energy. Differences in industry concentrations of VDO and VC investments

Data reveal that policymakers should not equate strong Venture Development Organizations (VDOs) with private venture capital companies; the purpose of creating public policy to increase the availability of innovation-centered risk capital can be lost if one presumes VCs and VDOs are the same. While there are many similarities between individual VDOs and VC funds, important differences in industry concentration emerge when the two groups are compared in aggregate, which may result in different long-term economic impacts.  Effective VDOs are important drivers of regional innovation and of pushing emerging tech businesses forward. VC, on the other hand, can play an extractive role, particularly in markets with scarce equity finance options.

What could a “new golden age” of science mean for research and commercialization?

New federal rules, both proposed and finalized, will impact small businesses

A recent flurry of new rules, both proposed and finalized, may interest small business owners or those who advise them. The U.S. Small Business Administration (SBA) has proposed two new rules. The first, Revised Size Standards Methodology, will update SBA’s methodology for determining which businesses qualify as “small.” The second, on Small Business Size Standards, would consolidate the number of industry-specific size standards and raise size standard thresholds.
