A working paper published in the National Bureau of Economic Research asked the question, “Do large firms produce more valuable inventions, and if so, why?” An excerpt of an analysis of the paper that appeared in the November 2022 issue of the NBER Digest follows with additional consideration from SSTI Vice President Mark Skinner on its i

TBED-related projects benefit from congressional earmarks’ return

Thursday, July 14, 2022

With the return of congressionally-directed spending — more commonly known as “earmarks” — for the FY 2022 budget, nearly 5,000 projects received more than $9.6 billion in such funding. The return of the earmarks followed a 10-year absence after the practice was banned in 2011. SSTI’s review of the spending data, which was collected by the Bipartisan Policy Center (BPC) from the congressional appropriations committees, showed that projects related to technology-based economic development (TBED) were included in the funding.

Recent donations reveal important roles served by foundations in TBED

Wednesday, October 27, 2021

Foundations, in almost all of their stripes, represent an underutilized but often willing partner to encourage regional innovation. Relationships may take time to nurture, but the resulting collaborations can be of critical importance for advancing your local TBED agenda. To spur your thinking, the six examples below from the past three weeks alone show the various ways foundations are stepping up to help support regional innovation and entrepreneurship.

The emerging innovation-intensive sector of urban farming is seeing heightened interest by venture capitalists, investments are growing faster than the crops: $2.4 billion so far this year at last count by PitchBook. That reflects a year over year (YoY) investment growth rate of 214 percent.  The number of individual deals also is rising 14 percent YoY. TBED response to the pandemic helped pave way to recovery, save businesses

Thursday, May 20, 2021

When the full impact of the COVID-19 virus was just beginning to be realized in spring of 2020, small businesses across the country were faced with nearly insurmountable challenges and emergency orders, shutting down operations in many instances and choking off funding sources. Many in the technology-based economic development (TBED) community stepped in and pivoted their own organizations and plans to help others. We reached out to our SSTI members to hear about how they responded.

Commentary: American Jobs Plan — Moving Forward

Thursday, April 1, 2021

Much of the public policy and governmental spending focus to date regarding COVID recovery has been just that: recovery. The infrastructure proposal, the America Jobs Plan (AJP), President Biden unveiled this week represents his proposal to start moving forward.  In remarks about the proposal, he described it as “not a plan that tinkers around the edges,” a “once-in-a-generation investment” that will lead to “transformational progress.”

Differences in industry concentrations of VDO and VC investments

Wednesday, August 26, 2026
Data reveal that policymakers should not equate strong Venture Development Organizations (VDOs) with private venture capital companies; the purpose of creating public policy to increase the availability of innovation-centered risk capital can be lost if one presumes VCs and VDOs are the same. While there are many similarities between individual VDOs and VC funds, important differences in industry concentration emerge when the two groups are compared in aggregate, which may result in different long-term economic impacts.  Effective VDOs are important drivers of regional innovation and of pushing emerging tech businesses forward. VC, on the other hand, can play an extractive role, particularly in markets with scarce equity finance options.

What could a “new golden age” of science mean for research and commercialization?

Wednesday, August 26, 2026
SSTI’s recent TBED Community of Practice webinar took up a practical question raised by the White House Office of Science and Technology Policy report, Science: A New Golden Age: if federal science policy shifts, what changes will universities, commercialization, and regional innovation organizations need to make? The presentation outlined a research system that could look considerably different from the one that has developed since Vannevar Bush’s Science, the Endless Frontier.

New federal rules, both proposed and finalized, will impact small businesses

Thursday, August 27, 2026
A recent flurry of new rules, both proposed and finalized, may interest small business owners or those who advise them. The U.S. Small Business Administration (SBA) has proposed two new rules. The first, Revised Size Standards Methodology, will update SBA’s methodology for determining which businesses qualify as “small.” The second, on Small Business Size Standards, would consolidate the number of industry-specific size standards and raise size standard thresholds.
