As attention-grabbing as AI might be for the media and large investors (see previous SSTI analysis of AI investment), economic growth through innovation in life sciences and biotechnology is a priority for many state and regional TBED initiatives.  The venture capital market recognizes that as well.

As attention-grabbing as AI might be for the media and large investors (see previous SSTI analysis of AI investment), economic growth through innovation in life sciences and biotechnology is a priority for many state and regional TBED initiatives. The venture capital market recognizes that as well. In fact, Pitchbook estimates the broad biotechnology sector (comprising life science, pharma, health care, devices, etc.) captured 14% of all deals so far in 2025, making it the second largest investment group after info tech this year to date.

Public input sought on federal bioeconomy strategy, needs

With the Dec. 20 release of two Requests for Information (RFIs), the White House Office of Science and Technology Policy seeks public input to help guide the development and deployment of the National Biotechnology and Biomanufacturing Initiative, which is intended to use the two disciplines to advance innovative solutions in health, climate change, energy, food security, agriculture, and supply chain resilience.

White House releases action plan for strengthening the U.S. bioworkforce

The White House has released a new report, Building the bioworkforce of the future: Expanding equitable pathways into biotechnology and biomanufacturing jobs. The five core recommendations in the report are intended to help propel continued investment in the bioeconomy and maintain the U.S.’ leadership in this sector.

NSF expands its advanced materials network with nine new centers

The National Science Foundation (NSF) is expanding a network of research centers across the country to translate university-based R&D into new, and hopefully, better advanced materials. In late June, NSF announced the distribution of $162 million to support the creation of nine more Materials Research Science & Engineering Centers (MRSECs), bringing the total number of centers to twenty. Each of the new centers will receive $18 million over six years.

On the 60th anniversary of President Kennedy's Moonshot Address, President Biden traveled to the John F. Kennedy Presidential Library and Museum to highlight progress toward his administration's Moonshot Program to combat cancer and expand the U.S. bioeconomy. This announcement included Biden's pick for the inaugural director of the Advanced Research Projects Agency for Health (ARPA-H) and the signing of an executive order to institute a National Biotechnology and Biomanufacturing Initiative.

Defense department launches Centers of Excellence at 2 HBCUs

The U.S. Department of Defense (DoD), through the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)), announced awards totaling $15 million for Historically Black Colleges and Universities (HBCUs) to establish Centers of Excellence (COEs) in Biotechnology and Materials Science.

The U.S. Department of Defense (DoD), through the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)), announced awards totaling $15 million for Historically Black Colleges and Universities (HBCUs) to establish Centers of Excellence (COEs) in Biotechnology and Materials Science. The COEs will provide training to underrepresented students pursuing science, technology, engineering, and mathematics (STEM) disciplines, and will also provide internships at defense laboratories while also offering training to K-12 students to strengthen the talent pool entering the STEM pipeline.

The biotechnology industry has made progress in increasing representation, especially in pre-revenue, smaller and private companies, however, diversity and inclusion programming is still in the nascent stages at most companies responding to a survey by the Biotechnology Innovation Organization (BIO).

Differences in industry concentrations of VDO and VC investments

Data reveal that policymakers should not equate strong Venture Development Organizations (VDOs) with private venture capital companies; the purpose of creating public policy to increase the availability of innovation-centered risk capital can be lost if one presumes VCs and VDOs are the same. While there are many similarities between individual VDOs and VC funds, important differences in industry concentration emerge when the two groups are compared in aggregate, which may result in different long-term economic impacts.  Effective VDOs are important drivers of regional innovation and of pushing emerging tech businesses forward. VC, on the other hand, can play an extractive role, particularly in markets with scarce equity finance options.

New federal rules, both proposed and finalized, will impact small businesses

A recent flurry of new rules, both proposed and finalized, may interest small business owners or those who advise them. The U.S. Small Business Administration (SBA) has proposed two new rules. The first, Revised Size Standards Methodology, will update SBA’s methodology for determining which businesses qualify as “small.” The second, on Small Business Size Standards, would consolidate the number of industry-specific size standards and raise size standard thresholds.
