TBED and the 2012 Ballots

Wednesday, October 3, 2012

Voters in 37 states will decide on more than 170 ballot measures this year, many of which are related to tech-based economic development (TBED). Tax measures seem to be dominating ballots this year, with questions relating to both decreases and increases for sales, property and income taxes. Several states are counting on voters to agree to temporary increases to help fill budget deficits and ensure steady funding for education.

Brookings Examines State, Local Options in Financing Clean Energy Development

Wednesday, April 16, 2014

Inconsistent federal support for clean energy research and infrastructure projects in recent years has hampered the blossoming of an industry that has long been touted as a key part of the new American economy. As a result, states and local governments have stepped into the fray with clean energy funds, green banks and other tools to finance the development of the clean energy economy. A paper from the Brookings Institution explores another underutilized tool available to local governments, the bond market.

State Strategic Plans Focus on Supporting S&T in Key Sectors

Wednesday, October 24, 2012

In an era of tightening fiscal constraints, states have to make tough decisions, establish clear economic development funding priorities and transform their economic development models to take advantage of immediate opportunities and position their state for long-term economic growth. Mississippi, Oklahoma and Washington have released state-specific strategic plans that make those tough decisions by focusing their resources on key science & technology (S&T) areas to address the economic impacts of the Great Recession and position the state for future prosperity.

California Angel Fund Steps in to Bridge Cleantech Funding Gap

Wednesday, September 3, 2008

Even in the venture capital-rich state of California during a boom period for clean energy investment, some clean energy entrepreneurs still have a hard time finding the capital resources they desire. As a result, one non-profit venture capital group, with a unique history of its own, is launching a new effort to support early-stage businesses. The California Clean Energy Fund (CalCEF) is currently helping to raise a $20 million angel fund to bridge a perceived gap in seed and start-up stage capital availability.

Differences in industry concentrations of VDO and VC investments

Wednesday, August 26, 2026
Data reveal that policymakers should not equate strong Venture Development Organizations (VDOs) with private venture capital companies; the purpose of creating public policy to increase the availability of innovation-centered risk capital can be lost if one presumes VCs and VDOs are the same. While there are many similarities between individual VDOs and VC funds, important differences in industry concentration emerge when the two groups are compared in aggregate, which may result in different long-term economic impacts.  Effective VDOs are important drivers of regional innovation and of pushing emerging tech businesses forward. VC, on the other hand, can play an extractive role, particularly in markets with scarce equity finance options.

What could a “new golden age” of science mean for research and commercialization?

Wednesday, August 26, 2026
SSTI’s recent TBED Community of Practice webinar took up a practical question raised by the White House Office of Science and Technology Policy report, Science: A New Golden Age: if federal science policy shifts, what changes will universities, commercialization, and regional innovation organizations need to make? The presentation outlined a research system that could look considerably different from the one that has developed since Vannevar Bush’s Science, the Endless Frontier.

New federal rules, both proposed and finalized, will impact small businesses

Thursday, August 27, 2026
A recent flurry of new rules, both proposed and finalized, may interest small business owners or those who advise them. The U.S. Small Business Administration (SBA) has proposed two new rules. The first, Revised Size Standards Methodology, will update SBA’s methodology for determining which businesses qualify as “small.” The second, on Small Business Size Standards, would consolidate the number of industry-specific size standards and raise size standard thresholds.
