China's next goal: Global leadership in innovation

Long-time readers may recall the SSTI Weekly Digest article included in its May 30, 2005, edition, two decades ago, titled "China's Goal: Quadruple 2000 GDP by 2020." China made it by the way, growing 428 percent from 2000 to 2020, measured with purchasing power parity (PPP) in constant 2021 international dollars. The United States, for comparison, grew only 44 percent in the same period and has trailed China in GDP PPP on the international scale ever since sometime in 2021. As the chart using Word Bank data shows below, China has never looked back.

New SEC regulations on investments related to China

The U.S. Securities and Exchange Commission (SEC) recently released guidance through its Division of Corporation Finance to address the risks of investing in companies that are based in or have a majority of their business operations in the People’s Republic of China. This action continues a trend of expanding regulation of investments related to China, and the SEC’s statement clarifies that the purpose of the disclosures is to protect investors from recently-enacted restrictions by the Chinese government on China-based companies in regard to raising capital from foreign investors.

Four steps for a bipartisan effort to outcompete China

While economic development tends to be nonpartisan at the state level, many states are limited in their ability to fund innovative programs. In order to fund efforts that may serve as part of a national development strategy, Congress should use the bipartisan support of state efforts to establish and expand federal-state development partnerships and a strategy focused on countering China’s rise in advanced industries.

That is the sentiment behind a recent roadmap from the Information Technology & Innovation Foundation (ITIF) that proposes four things Congress should do to align state efforts to an overall mission of outcompeting China.

Chinese VC market continues rapid ascent

Differences in industry concentrations of VDO and VC investments

Data reveal that policymakers should not equate strong Venture Development Organizations (VDOs) with private venture capital companies; the purpose of creating public policy to increase the availability of innovation-centered risk capital can be lost if one presumes VCs and VDOs are the same. While there are many similarities between individual VDOs and VC funds, important differences in industry concentration emerge when the two groups are compared in aggregate, which may result in different long-term economic impacts.  Effective VDOs are important drivers of regional innovation and of pushing emerging tech businesses forward. VC, on the other hand, can play an extractive role, particularly in markets with scarce equity finance options.

New federal rules, both proposed and finalized, will impact small businesses

A recent flurry of new rules, both proposed and finalized, may interest small business owners or those who advise them. The U.S. Small Business Administration (SBA) has proposed two new rules. The first, Revised Size Standards Methodology, will update SBA’s methodology for determining which businesses qualify as “small.” The second, on Small Business Size Standards, would consolidate the number of industry-specific size standards and raise size standard thresholds.
