Recent research: Some tech clusters are better than others for encouraging innovation

Thursday, October 17, 2024

Innovation spreads, but how far can it reach? A new study finds that firms operating in multiple tech clusters act as conduits, transmitting knowledge and boosting productivity across distant locations. However, certain types of firms are better at it—and benefit more readily—than others. This insight, from a recent National Bureau of Economic Research (NBER) working paper, “Innovation Spillovers across U.S.

Recent Research: Close look at manufacturing helps shape policy and practice

Thursday, November 1, 2018

Last week, SSTI highlighted the recently released issue of the Economic Development Quarterly where three pieces stand out for their relevance to practitioners and policymakers. This article takes a look at how academic research can inform three common strategies for strengthening the manufacturing sector and encouraging regional economic development: targeting industry clusters, leveraging manufacturing extension services, and promoting workforce development.

Recent Research: industry and labor concentration findings challenge current thoughts on policy solutions

Thursday, May 24, 2018

Several recent articles covered in the National Bureau of Economic Researchers (NBER) Digest suggest that current understanding of policies surrounding wages, clusters and labor concentration may warrant revisiting. In one piece of academic research, a historical argument of shared productivity gains with employees is challenged, while another article shows a loss of bargaining power for employees in concentrated labor markets.

Cluster Allow for "Job Creation on a Budget," Finds Report

Wednesday, January 26, 2011

With the fears of rising state deficits and high unemployment, states must make tough decisions regarding their economic development efforts in the coming years. Researchers at the Brookings Institute contend that states should focus on regional economic clusters because it provides a "low-cost means" to reignite innovation, entrepreneurship and job creation. "Organic" job growth should be the focus of state economic development, according to the report — Job Creation on a Budget.

Differences in industry concentrations of VDO and VC investments

Wednesday, August 26, 2026
Data reveal that policymakers should not equate strong Venture Development Organizations (VDOs) with private venture capital companies; the purpose of creating public policy to increase the availability of innovation-centered risk capital can be lost if one presumes VCs and VDOs are the same. While there are many similarities between individual VDOs and VC funds, important differences in industry concentration emerge when the two groups are compared in aggregate, which may result in different long-term economic impacts.  Effective VDOs are important drivers of regional innovation and of pushing emerging tech businesses forward. VC, on the other hand, can play an extractive role, particularly in markets with scarce equity finance options.

What could a “new golden age” of science mean for research and commercialization?

Wednesday, August 26, 2026
SSTI’s recent TBED Community of Practice webinar took up a practical question raised by the White House Office of Science and Technology Policy report, Science: A New Golden Age: if federal science policy shifts, what changes will universities, commercialization, and regional innovation organizations need to make? The presentation outlined a research system that could look considerably different from the one that has developed since Vannevar Bush’s Science, the Endless Frontier.

New federal rules, both proposed and finalized, will impact small businesses

Thursday, August 27, 2026
A recent flurry of new rules, both proposed and finalized, may interest small business owners or those who advise them. The U.S. Small Business Administration (SBA) has proposed two new rules. The first, Revised Size Standards Methodology, will update SBA’s methodology for determining which businesses qualify as “small.” The second, on Small Business Size Standards, would consolidate the number of industry-specific size standards and raise size standard thresholds.
