Report outlines steps for US to improve its competitiveness in basic energy sciences

The supremacy of the U.S. research enterprise has been eroding, particularly challenged by China and other Asian countries, and a new draft report from the Basic Energy Sciences Advisory Committee (BESAC) at the Department of Energy (DOE) concludes that U.S. leadership in basic energy sciences will continue to diminish without intervention.

The supremacy of the U.S. research enterprise has been eroding, particularly challenged by China and other Asian countries, and a new draft report from the Basic Energy Sciences Advisory Committee (BESAC) at the Department of Energy (DOE) concludes that U.S. leadership in basic energy sciences will continue to diminish without intervention. Specifically, the report finds that to stay internationally competitive in basic energy sciences the U.S. must: increase total funding for R&D, spanning from basic and fundamental research to experimental development; focus multi-disciplinary research on several key areas of energy sciences; increase the nation’s ability to attract and retain the world’s top scientists and engineers; and, facilitate interactions among basic, applied, and industrial researchers to accelerate the translation of research into socially beneficial technologies.

Puerto Rico Gov Joins List of Govs Using Executive Orders to Boost Renewable Energy

Puerto Rico Gov. Alejandro Garcia Padilla recently issued three executive orders aimed at advancing the island's renewable energy industry. The orders will grant priority approvals to renewable energy projects and introduce two new councils that will coordinate energy initiatives. Gov. Garcia Padilla joins a growing list of governors who have used executive orders to quickly implement energy policies without going to the legislature.

DOE Offers $25M for U.S.-India Energy R&D Center

The U.S. Department of Energy (DOE) announced that it will commit $25 million over the next five years to support the U.S.-India Joint Clean Energy Research and Development Center, as part of the Partnership to Advance Clean Energy. DOE will provide matching grants to universities, national labs, private companies and others to support research in energy efficiency, second-generation biofuels and solar energy. The $50 million contributed by DOE and award grantees will be matched by an additional $50 million in public and private funds from India.

Differences in industry concentrations of VDO and VC investments

Data reveal that policymakers should not equate strong Venture Development Organizations (VDOs) with private venture capital companies; the purpose of creating public policy to increase the availability of innovation-centered risk capital can be lost if one presumes VCs and VDOs are the same. While there are many similarities between individual VDOs and VC funds, important differences in industry concentration emerge when the two groups are compared in aggregate, which may result in different long-term economic impacts.  Effective VDOs are important drivers of regional innovation and of pushing emerging tech businesses forward. VC, on the other hand, can play an extractive role, particularly in markets with scarce equity finance options.

SSTI’s recent TBED Community of Practice webinar took up a practical question raised by the White House Office of Science and Technology Policy report, Science: A New Golden Age: if federal science policy shifts, what changes will universities, commercialization, and regional innovation organizations need to make? The presentation outlined a research system that could look considerably different from the one that has developed since Vannevar Bush’s Science, the Endless Frontier.

New federal rules, both proposed and finalized, will impact small businesses

A recent flurry of new rules, both proposed and finalized, may interest small business owners or those who advise them. The U.S. Small Business Administration (SBA) has proposed two new rules. The first, Revised Size Standards Methodology, will update SBA’s methodology for determining which businesses qualify as “small.” The second, on Small Business Size Standards, would consolidate the number of industry-specific size standards and raise size standard thresholds.
