8 things to know from the FY 2020 budget

Congress is expected to pass the FY 2020 budget this week, and as anticipated, the bills include billions in new appropriations. Innovation policy priorities, such as Regional Innovation Strategies, Manufacturing Extension Partnership, and NSF, did well in the final budget. Here are the top things to know about innovation initiatives in the final budget.

Senate committee advances FY 2020 bills, $31M for RIS

The U.S. Senate advanced multiple FY 2020 bills through the appropriations committee in the past week, including the budgets for EDA, NIST, SBA, and NSF. Among the highlights include $31 million for the Regional Innovation program at EDA, a robust increase over FY 2019’s $23.5 million. While the Senate continues to work through this appropriations process, the chamber is also considering a resolution to continue funding the government from the end of the current fiscal year, Sept. 30, through Nov. 21.

NJ governor signs bills to expand angel investment tax credits, fund TBED

New Jersey Gov. Phil Murphy signed multiple bills late last month that may help position the state as a leader in technology-based economic development. One bill increases the tax credit for angel investors in qualified technology companies, with even larger credits available for investments in women- and minority-owned businesses and those located in low-income areas. Meanwhile, the state’s approved FY 2020 budget includes $1.0 million for the New Jersey Commission on Science, Innovation, and Technology.

New Jersey Gov. Phil Murphy signed multiple bills late last month that may help position the state as a leader in technology-based economic development. One bill increases the tax credit for angel investors in qualified technology companies, with even larger credits available for investments in women- and minority-owned businesses and those located in low-income areas. Meanwhile, the state’s approved FY 2020 budget includes $1.0 million for the New Jersey Commission on Science, Innovation, and Technology. After nearly a decade of receiving no funding from the state, this marks the second consecutive year that the commission will receive $1.0 million to support technology-based economic development.

House passes robust budgets for science, entrepreneurship

The U.S. House has now passed 10 of the 12 annual appropriations bills that fund federal agencies. Agencies with House-approved budgets include the Department of Commerce, Department of Energy, National Institutes of Health, National Science Foundation, and Small Business Administration. Federal R&D and Commerce’s Regional Innovation Strategies would see substantial increases, and — due to amendments made on the House floor — SBA’s accelerators and clusters programs would retain their funding.

Differences in industry concentrations of VDO and VC investments

Data reveal that policymakers should not equate strong Venture Development Organizations (VDOs) with private venture capital companies; the purpose of creating public policy to increase the availability of innovation-centered risk capital can be lost if one presumes VCs and VDOs are the same. While there are many similarities between individual VDOs and VC funds, important differences in industry concentration emerge when the two groups are compared in aggregate, which may result in different long-term economic impacts.  Effective VDOs are important drivers of regional innovation and of pushing emerging tech businesses forward. VC, on the other hand, can play an extractive role, particularly in markets with scarce equity finance options.

What could a “new golden age” of science mean for research and commercialization?

SSTI’s recent TBED Community of Practice webinar took up a practical question raised by the White House Office of Science and Technology Policy report, Science: A New Golden Age: if federal science policy shifts, what changes will universities, commercialization, and regional innovation organizations need to make? The presentation outlined a research system that could look considerably different from the one that has developed since Vannevar Bush’s Science, the Endless Frontier.

New federal rules, both proposed and finalized, will impact small businesses

A recent flurry of new rules, both proposed and finalized, may interest small business owners or those who advise them. The U.S. Small Business Administration (SBA) has proposed two new rules. The first, Revised Size Standards Methodology, will update SBA’s methodology for determining which businesses qualify as “small.” The second, on Small Business Size Standards, would consolidate the number of industry-specific size standards and raise size standard thresholds.
