Editor’s Note: During the next few weeks, nearly every Governor will present a State of the State and/or budget address outlining new initiatives or priorities for the upcoming year. In the past, SSTI has compiled excerpts relevant to tech-based economic development for publication. Organizations in the San Francisco Bay Area will spend more than $20 million this year to bridge the digital divide, according to Who's Funding the Digital Connect?, a report released this month by the San Francisco Foundation. More than 54 organizations will provide computer access and/or training to more than 75,000 low income and underserved individuals in one of the most technology-savvy regions in the country, according to the study.

Academic Indirect Cost Rates 

In the late 1980s and early 1990s, as big defense contractors closed their doors and unemployment climbed, San Diego looked as if it might not recover. Between 1990-1993 alone, nearly 60,000 high-paying jobs were lost to defense and aerospace cutbacks. Although the region had some of the ingredients to be successful (defense technologies, a strong university, medical and bioscience institutes, and a desirable climate), the players did not come together to face their economic woes.

Last week, Governor Gray Davis signed into law California’s $99.4 billion budget which provides nearly $305 million for science and technology related programs plus an additional $20 million in research and development tax credits. Specific

Steve Jarvis resigned as the director of California Trade and Commerce's Office of Strategic Technology. Jeff Newman has been named as acting director.

For the 12th consecutive year, the University of California tops all universities for the most patents for inventions, according to a list recently released by the U.S Patent and Trademark Office. The preliminary list reveals the top 13 U.S. universities receiving the most utility patents during calendar year 2005. All campuses are included in each school's total.

The Maryland Department of Business and Economic Development appointed Christine Plater as its new director of small business programs.

The number of technology degrees awarded have declined by 5 percent since 1990, according to a new report issued by the American Electronics Association (AEA). The one area in which there has been a significant increase in degrees conferred is business information systems, which increased by 24 percent.

The expected economic benefits from the Advanced Technology Program far outweigh program costs, according to a new report issued by the U.S. Department of Commerce's National Institute of Standards and Technology.

The Alaska Science and Technology Foundation (ASTF) seeks a Group Projects Administrator to work with industry on R&D projects to benefit the Alaska economy and to track project results. The position requires training and experience in project management with sufficient technical and/or business background to work productively with scientists or engineers to identify economically feasible projects.

The November 20 SSTI Weekly Digest article on the current Advanced Technology Program (ATP) competition should have stated the following information on ATP's indirect cost policy:

California is considering expanding its network of Regional Technology Alliances (RTA), which is a component of the Goldstrike Partnership. The Goldstrike Partnership, a program of the California Trade and Commerce Agency's Office of Strategic Technology (OST), supports the development, application, and commercialization of technology to create jobs, respond to industry changes, and foster competitiveness.

The National Institute of Standards and Technology’s (NIST) Advanced Technology Program (ATP) has issued a request for public comment on several changes to ATP rules.

NASA announced the award of cooperative agreements to establish new technology business incubators at three NASA Centers: the Goddard Space Flight Center (MD), the Langley Research Center (VA), and the Jet Propulsion Laboratory (JPL), combined with the Dryden Flight Research Center, (CA).

Cliff Numark is leaving his position as president and CEO of the San Diego Regional Technology Alliance to join a Los Angeles-based private consulting practice.
