There is so much happening in state and local tech-based economic development across the country that we’re adding a new Digest feature: the Regional Roundup. Our goal is to provide 1-2 sentence coverage of news stories, reports and resources demonstrating the variety of activities underway to build a stronger tech-based economy. Editor’s Note: During the next few weeks, nearly every Governor will present a State of the State and/or budget address outlining new initiatives or priorities for the upcoming year. In the past, SSTI has compiled excerpts relevant to tech-based economic development for publication. Concerned that it currently lacks the “critical mass” required to be a leader in biotechnology, the Michigan Economic Development Corporation (MEDC) has prepared the Michigan Life Sciences Strategy, which outlines a plan to develop its universities, industries, and infrastructure to nurture biotechnology entrepreneurship over the next decade. 

The new Michigan Economic Development Corporation has released its strategic plan to increase the growth of technology-related jobs in the state. The report, State Smart: Michigan, outlines more than $6 million in new initiatives and several tax incentives to encourage technology-based growth in three key industry sectors: life sciences, information technology and advanced manufacturing.

The plan's initiatives are divided among three categories:

Michigan Governor John Engler has signed an Executive Order reorganizing the state's economic development and workforce development functions. The reorganization, which was unveiled by the Governor in his State of the State address, permits the formation of a new Michigan Economic Development Corporation (MEDC) in partnership with local governments.

The Alaska Science and Technology Foundation (ASTF) seeks a Group Projects Administrator to work with industry on R&D projects to benefit the Alaska economy and to track project results. The position requires training and experience in project management with sufficient technical and/or business background to work productively with scientists or engineers to identify economically feasible projects.

The Michigan Legislative Service Bureau has an opening for a Science Research Analyst. Duties include researching scientific and technical topics of interest to the Michigan legislature and analyzing the technical accuracy of legislation. On Wednesday, South Carolina Governor Jim Hodges announced the appointment of a 38-member Steering Committee of the Technology Transition Team. The group, chaired by the president of the South Carolina operations of BellSouth, consists of business leaders, technology entrepreneurs, financial executives, research university leaders, and government representatives. While venture capital is harder to come by these days in most parts of the country due to the dot-com crash and stock market declines, investment capital may flow more easily in two southern states based on two initiatives.



Florida: $450 Million for CAPCOs Considered

During the first days of March, Michigan Governor John Engler announced the implementation of two programs through the Michigan Virtual University to integrate information technology into the state’s education system.

Growing and keeping an educated workforce, one ready to help build a technology-based economy, is one of the greatest challenges even the most high-tech areas. The problem can be quite severe. For example, a new statewide survey of Florida college students, conducted by Leadership Florida and Nova Southeastern University, revealed that only 48 percent of the students plan to remain in Florida after graduation.
