There is so much happening in state and local tech-based economic development across the country that we’re adding a new Digest feature: the Regional Roundup. Our goal is to provide 1-2 sentence coverage of news stories, reports and resources demonstrating the variety of activities underway to build a stronger tech-based economy. Of course, whenever possible, we’ll include a link or contact for more information.

Editor’s Note: During the next few weeks, nearly every Governor will present a State of the State and/or budget address outlining new initiatives or priorities for the upcoming year. In the past, SSTI has compiled excerpts relevant to tech-based economic development for publication. This year we will highlight significant proposals in the SSTI Weekly Digest and provide links to the actual speech, related background, press releases, etc.

After discovering that only 10 percent of the venture capital raised in New Jersey is invested in New Jersey companies, a new venture fund has been established combining private, state, and federal resources. The seed investment fund will be used to assist New Jersey start-up technology businesses get off the ground.

"High paying jobs in growth areas are critically needed to offset the decline in wealth and employment from Alaska's North Slope. These new jobs require technical innovation, capital, management, and trained workers."

Companies seeking venture capital investments through the Great Midwest Venture Capital Conference have until August 25 to apply for consideration. The conference, this year taking place October 30-31 in Knoxville, Tennessee, annually draws around 200 investors and other financial professionals. The tenth annual event is organized by the Indiana Business Modernization and Technology Corporation and Technology 2020, located in Oak Ridge, Tennessee. 

The United States Innovation Partnership (USIP) reported on a recent roundtable discussion on the 21st Century Economy. The topic of the discussion was the role of states in science and technology. The roundtable highlighted "best practices" in technology-based economic development in five states (Oklahoma, Kansas, Indiana, Utah, and Pennsylvania).

The Alaska Science and Technology Foundation (ASTF) seeks a Group Projects Administrator to work with industry on R&D projects to benefit the Alaska economy and to track project results. The position requires training and experience in project management with sufficient technical and/or business background to work productively with scientists or engineers to identify economically feasible projects.

The 1998 annual report of the Indiana Business Modernization and Technology Corporation (BMT) addresses various changes encountered by the organization this year.

The long-time executive director of the New Jersey Commission on Science and Technology, Jay Brandinger, recently announced his decision to resign as Executive Director of the New Jersey Commission on Science and Technology. Consequently, the Commission is seeking an Executive Director.

Indiana 

The Indiana legislature approved a $50 million appropriation over the next biennium for Indiana's 21st Century Research and Technology Fund. The program supports the development and commercialization of advanced technology. Created in 1999 (see related 9/10/99 Digest story), the fund received $50 million in the 2000-2001 biennium. 

The Industry Network Corporation is seeking a Regional Manager for its Manufacturing Extension Partnership program. The position is based in Anchorage, Alaska. Governor Christie Whitman has announced New Jersey Jobs for a New Economy, a multi-million dollar package of technology-related initiatives to make New Jersey more competitive in the creation of high technology jobs. 

Among the plan's proposals are the following technology-related investments: 

The Indianapolis-based Lilly Foundation is providing nearly $60 million in two grants to help make Indiana more competitive for technology research and education and high-tech business development. The grants were made to Indiana University and the Rose-Hulman Institute of Technology.

Last week, Indiana Governor Frank O'Bannon named the Board of Directors to oversee the design and administration of the new 21st Century Research & Technology Fund. By law, the Lieutenant Governor serves as chairman for the board.

The State Science and Technology Institute’s (SSTI) third annual conference will focus on how to meet the challenge of the New Economy through science and technology programs.

The conference will focus on some of the largest issues facing policy makers and practitioners, including:

Purdue University plans to seek $15 million in matching funds from the state to establish and support five technology business incubators or regional technology centers around Indiana. The state also will be asked to provide $6.25 million in funding for administrative support over the first four years of the centers’ operations.

Alaska 

The nonprofit Challenger Learning Center of Alaska Board of Directors recently announced the hiring of Sharon Gherman as its new Executive Director. Gherman was the former K-12 program executive for the Alaska Science and Technology Foundation.

Cameron Carter is serving as interim president and CEO of Indiana's TechPoint, following Donna Gastevich's resignation to spend more time with her family.

The Indiana Proteomics Consortium has changed its name to Inproteo.

The Fourth of July might just be a paid holiday for New Jersey's tech-based economic development agency after all. Since Governor James McGreevey released his FY 2004 budget request six months ago, the New Jersey Commission on Science and Technology has been living under a June 30 death sentence. Facing a deficit forecast in excess of $4 billion, the governor had called for the elimination of the $15 million program.

While the 2002 election marked the return of Republican control of the U.S. Senate and the departure of a number of governors that had been strong supporters of investing in science and technology (e.g., John Engler of Michigan, Angus King of Maine, and Roy Barnes of Georgia), it may also mark the beginning point of a new group of governors that embrace technology-based economic development as a focal point of their administrations.

The National Consortium of Entrepreneurship Centers (NCEC) presented on Tuesday the 2002 NASDAQ Entrepreneurial Excellence Awards to entrepreneurship centers at Babson College, Indiana University-Bloomington, and Saint Louis University.

Anthony Armstrong returns to the Indiana 21st Century Research and Technology Fund as its new director.

J.A. Hans Roeterink, chief technical officer and vice president of network operations for T-Systems in New York, is the new executive director of the Alaska Science & Technology Foundation. Roeterink begins Nov. 1, succeeding Jamie Kenworthy.
