The Board of Directors of BioCrossroads, Indiana's life sciences initiative, announced David Johnson would succeed Charles Schalliol as CEO.

SSTI has compiled a table of the National Institutes of Health (NIH) awards in total dollars and state rankings from fiscal years 2000-2004. The states are ranked by percent change over the five-year period. The greatest gains were posted in North Dakota (202.51 percent), Alaska (200.98 percent), Idaho (157.48 percent), Montana (144.72 percent), Virginia (120.85 percent), and Hawaii (107.06 percent).

Public policies should seek ways to promote entrepreneurship in order to boost economic growth, according to a review of existing research by David Audretsch of Indiana University.

The Purdue Research Foundation has appointed Robert J. Wichlinski as executive director of the new Purdue Technology Center of Northwest Indiana and Kathy DeGuilio-Fox as the center’s business development manager.

Indiana Gov. Joe Kernan has named David Dorff as the state's first director for the new Office of Small Business Advocacy.

Elizabeth Gatewood has been named director of Wake Forest University's new Office of Entrepreneurship and Liberal Arts. At Indiana University, Gatewood was the Jack M. Chair of Entrepreneurship and the director of the Johnson Center for Entrepreneurship and Innovation.

Indiana Gov.-elect Mitch Daniels recently named Michael "Mickey" Maurer as president of the Indiana Economic Development Corp.

Indiana Gov.-elect Mitch Daniels has named Chuck Schalliol as his budget director. Schalliol had been on loan from Eli Lilly and Co. since April to serve as president and CEO of Central Indiana's BioCrossroads.

Going into yesterday's elections, it was clear at least five states would have freshmen governors as three incumbents chose not to run for re-election and two incumbents lost their parties’ nominations to seek new terms. The five states were Missouri, Montana, Utah, Washington and West Virginia.

Earlier this week, 22 states and Puerto Rico were named recipients of more than $2.2 million in combined fiscal year 2004 Federal and State Technology Partnership (FAST) and Rural Outreach Program (ROP) awards. All but one of the 21 FAST awards distributed by the Small Business Administration (SBA) were worth $95,000 -- they totaled nearly $1.98 million. Five ROP awards of $49,470 also were made by SBA.

The Metropolitan Development Association, of Syracuse and Central New York, also recently named a new chairman, John Zawadzki, of its Regional Development Alliance.

Measured over a three-year period, minority women-owned businesses had similar survival rates and employment growth compared to all women-owned firms, according to a recent series of federal reports. However, when measured against other minority women-owned firms, African American women-owned businesses showed greater job loss and lower survival rates.

Effective Jan. 1, Donald Kuratko will be executive director for Indiana University's Johnson Center for Entrepreneurship and Innovation. Kuratko is currently runs Ball State University's entrepreneurship program.

For many states, increasing industrial research and development (R&D) within the state's academic research institutions is a priority. Some state tech-based economic development agencies offer financial assistance, such as matching grants to foster greater university-industry research collaboration. Some offer tax credits to companies for research expenditures within the state higher education community.

Karl Koehler is returning to the Indiana 21st Century Research and Technology Fund to serve as its director.

TechPoint, Indiana's statewide technology council, has named Cameron Carter to serve as president and chief executive officer.

Congratulations to Del Schuh and his staff at the Indiana Business Modernization and Technology Corp. (BMT), honored as the Project of the Year in the Economic Development category from the National Association of Management and Technical Assistance Centers. The award, BMT's second in as many years from the group, was for a program entitled, "Moving from Distress to Commerce through Collaboration."

The first director for the new Indiana Venture Center will be Steve Beck.

Indiana Governor Joe Kernan has nominated Katherine Lyon Davis to serve as Lieutenant Governor. Among her past positions, Davis served as manager of Indiana's 21st Century Research and Technology Fund in 1999.

SSTI extends its sympathies to the family of Indiana Governor Frank O'Bannon. During his interrupted term in office, Gov. O'Bannon proved to be a strong friend of tech-based economic development efforts in the state.
