There is so much happening in state and local tech-based economic development across the country that we’re adding a new Digest feature: the Regional Roundup. Our goal is to provide 1-2 sentence coverage of news stories, reports and resources demonstrating the variety of activities underway to build a stronger tech-based economy. Of course, whenever possible, we’ll include a link or contact for more information.

Editor’s Note: During the next few weeks, nearly every Governor will present a State of the State and/or budget address outlining new initiatives or priorities for the upcoming year. In the past, SSTI has compiled excerpts relevant to tech-based economic development for publication. Oklahomans need “to make fundamental changes in the way we see ourselves and the way we do things...to prevent us from slipping farther and farther behind, languishing on the sidelines of the New Economy,” according to a 14-member committee of public and private sector leaders. 

The Mid-America Commercialization Corporation (Manhattan, Kansas) announced that the Eaton Corporation is donating a substantial portfolio of patented technologies for the benefit of the corporation and Kansas State University.

The Oklahoma Center for the Advancement of Science and Technology (OCAST) is seeking a chief executive officer. OCAST's statutory mandate is to contribute to the public policy goals of expanding and diversifying Oklahoma=s economy, providing new and higher quality jobs to improve Oklahoma's per capita income and encouraging the development of new products, new processes, and whole new industries in Oklahoma. A Wichita, Kansas-based venture capital firm seeks a broadly qualified leader to commercialize technology, develop start-up businesses, manage pre-seed and seed capital funds, and raise capital. The Alaska Science and Technology Foundation (ASTF) seeks a Group Projects Administrator to work with industry on R&D projects to benefit the Alaska economy and to track project results. The position requires training and experience in project management with sufficient technical and/or business background to work productively with scientists or engineers to identify economically feasible projects.

The Kansas Technology Enterprise Corporation (KTEC) has released the Kansas Innovation Index 1999. The major finding of the report is that "Kansas has a realistic opportunity to create a competitive advantage for economic growth and high wage industries by supporting its emerging innovation economy."

The Kansas Technology Enterprise Corporation (KTEC) has initiated a program to help technology-based start-up companies locate and obtain equipment needed for their operations.

Two of the state-wide issues Oklahomans will decide on November 3 would allow major changes in the way the state conducts technology transfer activities. The purpose of the initiatives is to promote the commercialization of university research and support university innovation.

With the establishment of a $1 million trust fund to serve as seed money, the new Oklahoma Institute of Technology intends to position the state as a national leader in information technology, engineering, and biotechnology. Governor Frank Keating signed Senate Bill 694 into law June 8, creating the public-private collaboration. Tulsa World news reports indicate supporters of the institute anticipate raising a $100 million endowment for the project and securing additional state support.

SSTI has learned through the KTEC SBIR Bulletin that Clyde Engert will be retiring as Vice President of Innovation & Market Research at KTEC on July 1, 2001. Mr Engert has been a long-active champion of state SBIR outreach and financial assistance. His services will be missed by Kansas companies and the national SBIR community.
