With the 1994 School-to-Work Opportunities Act sunsetting this year and the increasing importance of developing a skilled workforce for a tech-based economy, many are asking if the initiatives launched or expanded by the Act have been successful.

In what could be the largest private sector commitment yet to a single industry/university research center, Corning, Kodak ,and Xerox have combined to pledge a staggering $45 million toward establishing a Center of Excellence in Photonics and Optoelectronics in Rochester, N.Y. The three corporate giants also committed to help raise another $30 million from other private sector companies for the new partnership involving New York State, higher education, and private enterprise.

There is so much happening in state and local tech-based economic development across the country that we’re adding a new Digest feature: the Regional Roundup. Our goal is to provide 1-2 sentence coverage of news stories, reports and resources demonstrating the variety of activities underway to build a stronger tech-based economy. Whether it is proposal A, proposal B, or some combination of A and B, university research and development efforts in New York stand to gain an additional $40-50 million per year for the next five years. The new funding would be in addition to the $135 million injection of state funding directed toward university research excellence through the New York State Office of Science, Technology and Academic Research (NYSTAR).

With significant emphasis on academic research and commercialization, the New York Office of Science, Technology, and Academic Research (NYSTAR) has provided Governor George Pataki its first strategic plan. The $130 million NYSTAR, which absorbed the functions of the NY State Science and Technology Foundation, was formed in 1999 as a result of the state’s Jobs 2000 legislation (see the 12/3/99 issue of the SSTI Weekly Digest). 

Concerned that it currently lacks the “critical mass” required to be a leader in biotechnology, the Michigan Economic Development Corporation (MEDC) has prepared the Michigan Life Sciences Strategy, which outlines a plan to develop its universities, industries, and infrastructure to nurture biotechnology entrepreneurship over the next decade. 

The new Michigan Economic Development Corporation has released its strategic plan to increase the growth of technology-related jobs in the state. The report, State Smart: Michigan, outlines more than $6 million in new initiatives and several tax incentives to encourage technology-based growth in three key industry sectors: life sciences, information technology and advanced manufacturing.

The plan's initiatives are divided among three categories:

Michigan Governor John Engler has signed an Executive Order reorganizing the state's economic development and workforce development functions. The reorganization, which was unveiled by the Governor in his State of the State address, permits the formation of a new Michigan Economic Development Corporation (MEDC) in partnership with local governments.

The Alaska Science and Technology Foundation (ASTF) seeks a Group Projects Administrator to work with industry on R&D projects to benefit the Alaska economy and to track project results. The position requires training and experience in project management with sufficient technical and/or business background to work productively with scientists or engineers to identify economically feasible projects.

The Michigan Legislative Service Bureau has an opening for a Science Research Analyst. Duties include researching scientific and technical topics of interest to the Michigan legislature and analyzing the technical accuracy of legislation. The Michigan Economic Development Corporation (MEDC), in partnership with several public and private organizations, has outlined a plan to address telecommunications infrastructure needs across the state.

With so much attention given to increasing private seed and venture capital activity as a means of growing tech-based economies, one might expect that encouraging and attracting community development venture capital (CDVC) – that is, equity investments and entrepreneurial assistance to meet both profit targets and community development goals – would be a common element of a state or local community’s portfolio of economic development tools.

During the first days of March, Michigan Governor John Engler announced the implementation of two programs through the Michigan Virtual University to integrate information technology into the state’s education system.

Joseph Magno, the executive director of the New York State Science and Technology Foundation, has resigned his position. He has accepted a position with the State University of New York Research Foundation.

Lenzie Harcum, former program director at the University of North Carolina SBTDC, is now assistant vice president of biosciences at the NYC Economic Development Corporation.

The Industry Network Corporation is seeking a Regional Manager for its Manufacturing Extension Partnership program. The position is based in Anchorage, Alaska. New York Governor George Pataki amended his proposed FY 1997-98 budget to restore funding for the state's technology programs. Pataki's revised budget calls for more than $20 million for technology programs, almost twice what was originally submitted to the legislature in January.

Anne Conroy was named president of the Dutchess County Economic Development Corp., a nonprofit agency in New York.

Mike Wojcicki, chief operating officer and vice president of research at KTEC, has been named President of the Modernization Forum (ModForum) in Livonia, Michigan
