A new plan to grow North Carolina's biotech industry to 48,000 jobs by 2013 and 125,000 by 2023 was released earlier this month by the North Carolina Biotechnology Center, a state-supported nonprofit organization. If implemented, the 108-page plan would cost up to $650 million over five years. That figure does not include the "to be determined" cost for 15 of the plan's 54 recommendations.

Community colleges can play an important part in shaping the workforce in the science and technology (S&T) sector. For example, with the growth in biotech, there is an increasing need for technicians in the biotech field and workers are finding that they can prepare for these jobs rather quickly in community colleges. Technicians in biotech manufacturing facilities generally have two-year specialized training or an associate degree from a technical or community college, according to the U.S.

At a time when manufacturing jobs are relenting to the pressures of an expanded service sector, foreign competition and productivity growth, the idea of economic prosperity has a renewed urgency with innovation as the greatest strength and flexibility the greatest asset, argues a new report from the Federal Reserve Bank of Cleveland.

The U.S. Department of Homeland Security (DHS) recently selected Texas A&M University and the University of Minnesota to lead the second and third Homeland Security Centers of Excellence (HS-Centers). The department anticipates providing Texas A&M University, the University of Minnesota and their partners with a total of $33 million over the course of the next three years to address security in two key agricultural sectors -- foreign animal diseases and food security.

Earlier this week, 22 states and Puerto Rico were named recipients of more than $2.2 million in combined fiscal year 2004 Federal and State Technology Partnership (FAST) and Rural Outreach Program (ROP) awards. The Metropolitan Development Association, of Syracuse and Central New York, also recently named a new chairman, John Zawadzki, of its Regional Development Alliance.

Measured over a three-year period, minority women-owned businesses had similar survival rates and employment growth compared to all women-owned firms, according to a recent series of federal reports. However, when measured against other minority women-owned firms, African American women-owned businesses showed greater job loss and lower survival rates.

For many states, increasing industrial research and development (R&D) within the state's academic research institutions is a priority. Some state tech-based economic development agencies offer financial assistance, such as matching grants to foster greater university-industry research collaboration.
