Regional Roundup: Tech-based ED News from the West
There is so much happening in state and local tech-based economic development across the country that we’re adding a new Digest feature: the Regional Roundup. Our goal is to provide 1-2 sentence coverage of news stories, reports and resources demonstrating the variety of activities underway to build a stronger tech-based economy. Of course, whenever possible, we’ll include a link or contact for more information.
Tech-Talkin’ Governors: The State of the State and Budget Addresses
Editor’s Note: During the next few weeks, nearly every Governor will present a State of the State and/or budget address outlining new initiatives or priorities for the upcoming year. In the past, SSTI has compiled excerpts relevant to tech-based economic development for publication. This year we will highlight significant proposals in the SSTI Weekly Digest and provide links to the actual speech, related background, press releases, etc.
2001 S&T Calendar Filling Up
On the SSTI Calendar of Events webpage, we present brief descriptions and contact links for more than 100 regional or national conferences, meetings, and workshops planned for the coming year. The list ranges from workshops on how to secure federal technology funding for programs such as the Advanced Technology Program to venture capital forums to annual meetings for most of the associations involved with tech-based economic development.
ASTF Releases First S&T Innovation Index
"High paying jobs in growth areas are critically needed to offset the decline in wealth and employment from Alaska's North Slope. These new jobs require technical innovation, capital, management, and trained workers."

SSTI welcomes Alan Aldinger to our staff in the new position of Communications Director. Alan comes to SSTI from the office of public relations for Wittenburg University.
SSTI Receives EDA Award to Support Digest
The SSTI Weekly Digest has a new sponsor, making the publication free to any and all parties interested in tech-based economic development. The Economic Development Administration, U.S. Department of Commerce, selected SSTI as one of three awardees in a competitive solicitation for national information dissemination projects. SSTI proposed dramatically expanding the content and distribution of the Digest and establishing a web-based resource center.
Eisenhower Regional Math & Science Consortia Awards
Ten multi-state consortia have been selected to receive funding from the U.S. Department of Education through the FY 2000 competition of the Eisenhower Regional Mathematics and Science Education Consortia Program. Each consortia will receive $1.47 million in the first year and $1.475 million annually for years 2-5 of the award.
Our Web Site Is Back
After a frustrating week for many, the SSTI web site is back on line. We apologize for the problems with the site and email while we transitioned to a new web host. We've updated the conference web center (see related below), calendar of events, job postings and Digest archives for you. Please let us know (skinner@ssti.org) if you experience any problems (images or pages missing, bad links, etc.)
Digest Publication Schedule Changes
While many state legislatures are in recess, the federal fiscal year draws to a close (resulting in few new R&D funding opportunities to report), and SSTI staff focus more activities on our 4th Annual conference -- Beyond the Hype: Tools for Building Tech-based Economies, the SSTI Weekly Digest will go to a biweekly schedule during the month of August. As a result, the next two issues will be released on August 11 and August 25.

Our Digest archives are back on-line! The Calendar of Events and S&T Resources have also been updated. We apologize for the problems many of you encountered trying to use the site during the past two weeks.
New Roles in Technology Commercialization Identified for NW States
A call for action for states from the Northwest region was the result of Linking Regional Resources, a conference of approximately 150 business, government, national laboratory, and university representatives held in Seattle.
New Washington Laws to Promote Rural High Tech
Washington's technology boom hasn't been enjoyed equally by most communities outside of the Seattle or Spokane urban areas. Two laws recently passed by the Washington legislature are intended to provide tax credits, infrastructure financing, and other incentives to spread the economic benefits of technology into the state's most rural counties.

Cheryl Lyman, policy analyst with the State Science and Technology Institute, will be leaving SSTI today to accept a position with the Ohio Department of Commerce as its fiscal officer. Cheryl has worked with SSTI since its opening in 1996. We wish her well in her new position!
SSTI Releases USIP Study of State SBIR Programs
A new report by SSTI finds that 48 states have some structured SBIR promotion or assistance effort underway. States spent $8 million in FY 1998 to promote involvement and encourage success in the federal SBIR program. These are among the findings reported in State and Federal Perspectives on the SBIR Program.
DIGEST CELEBRATES #150 WITH READERS SURVEY
Last week's issue of the SSTI Weekly Digest was our 150th since beginning the publication on March 1, 1996. Since that time, the Digest has grown more sophisticated in its news coverage and value largely due to the input we receive from our readers. Accompanying this week's issue of the Digest in a separate e-mail is a short survey that we hope you will complete and send back to us. [NOTE: survey is not included with the arcvhive version of the Digest.]
NASA CENTER RENAMED
NASA Lewis Research Center, located in Ohio, has been renamed the "John H. Glenn Research Center at Lewis Field" to honor the contributions John Glenn has made in American space history.
ASTF SEEKS GROUP PROJECTS ADMINISTRATOR
The Alaska Science and Technology Foundation (ASTF) seeks a Group Projects Administrator to work with industry on R&D projects to benefit the Alaska economy and to track project results. The position requires training and experience in project management with sufficient technical and/or business background to work productively with scientists or engineers to identify economically feasible projects.

Washington Boasts High Employment Growth
Washington has the second highest employment growth rate in the U.S., according to the 2001 Index of Innovation and Technology for Washington — a report released by the Washington Technology Center. The state's 33 percent increase in employment growth rate over the last five years allowed it to move up four positions, second only to Utah.
