Two new Governors, Bob Wise of West Virginia and Wisconsin's Scott McCallum, have put tech-based economic development in the forefront of their respective economic agendas.

There is so much happening in state and local tech-based economic development across the country that we’re adding a new Digest feature: the Regional Roundup. Our goal is to provide 1-2 sentence coverage of news stories, reports and resources demonstrating the variety of activities underway to build a stronger tech-based economy. Editor’s Note: During the next few weeks, nearly every Governor will present a State of the State and/or budget address outlining new initiatives or priorities for the upcoming year. In the past, SSTI has compiled excerpts relevant to tech-based economic development for publication. This year we will highlight significant proposals in the SSTI Weekly Digest and provide links to the actual speech, related background, press releases, etc.

What can policymakers and practitioners do if the statistics and other metrics indicate a state, region or locality is not well positioned for the technology-based economy, but the elected leaders and economic development professionals are plodding along with traditional approaches to job creation and development?

"High paying jobs in growth areas are critically needed to offset the decline in wealth and employment from Alaska's North Slope. These new jobs require technical innovation, capital, management, and trained workers."

Oklahomans need “to make fundamental changes in the way we see ourselves and the way we do things...to prevent us from slipping farther and farther behind, languishing on the sidelines of the New Economy,” according to a 14-member committee of public and private sector leaders. 

The Oklahoma Center for the Advancement of Science and Technology (OCAST) is seeking a chief executive officer. OCAST's statutory mandate is to contribute to the public policy goals of expanding and diversifying Oklahoma=s economy, providing new and higher quality jobs to improve Oklahoma's per capita income and encouraging the development of new products, new processes, and whole new industries in Oklahoma. Three separate public initiatives are underway in Wisconsin which could result in the availability of more than $100 million for new venture capital financing. The efforts are designed to spur venture capital investment in the state (ranked 45th in the 1998 Pricewaterhouse Coopers survey) and to increase entrepreneurial activity in the Wisconsin biotechnology community.

The Alaska Science and Technology Foundation (ASTF) seeks a Group Projects Administrator to work with industry on R&D projects to benefit the Alaska economy and to track project results. The position requires training and experience in project management with sufficient technical and/or business background to work productively with scientists or engineers to identify economically feasible projects.

Two of the state-wide issues Oklahomans will decide on November 3 would allow major changes in the way the state conducts technology transfer activities. The purpose of the initiatives is to promote the commercialization of university research and support university innovation.

With the establishment of a $1 million trust fund to serve as seed money, the new Oklahoma Institute of Technology intends to position the state as a national leader in information technology, engineering, and biotechnology. Governor Frank Keating signed Senate Bill 694 into law June 8, creating the public-private collaboration. Tulsa World news reports indicate supporters of the institute anticipate raising a $100 million endowment for the project and securing additional state support.

It only seems natural that SSTI celebrate a decade of convening the premiere professional development event for the nation's tech-based economic development community in a state that, for nearly 20 years, has been a pioneer for innovative approaches to transform regional economies — Oklahoma. SSTI's 10th annual conference and pre-conference intensive workshops will be held at the Cox Convention Center in Oklahoma City on Oct. 31-Nov. 2.

The Oklahoma Center for the Advancement of Science and Technology (OCAST) is creating the Oklahoma Technology Commercialization Center. The Center will help technology-based firms assess their commercialization needs, guide them through the commercialization process, and link them to a network of technology sources and commercialization assistance services.

One of the latest examples of the important role a foundation can play in tech-based economic development strategies comes from a recent $15 million donation to Tulsa University. The Chapman Trust, established after the deaths of Oklahoma oilman James Chapman and his wife Leta Chapman, made the donation to perpetually endow nine new junior faculty positions at the university.

The Industry Network Corporation is seeking a Regional Manager for its Manufacturing Extension Partnership program. The position is based in Anchorage, Alaska. The Oklahoma Alliance for Manufacturing Excellence, Inc. will receive $1.5 million from the National Institute of Standards and Technology's Manufacturing Extension Partnership (MEP). The Alliance, a program of the Oklahoma Center for the Advancement of Science and Technology, is an MEP affiliate that received its initial federal funding through the Technology Reinvestment Project.

Bill Sibley has been named as President of the Oklahoma Center for the Advancement of Science and Technology. Mike Irby, who has been serving as Acting President for OCAST, will be retiring at the end of the year.
