There is so much happening in state and local tech-based economic development across the country that we’re adding a new Digest feature: the Regional Roundup. Our goal is to provide 1-2 sentence coverage of news stories, reports and resources demonstrating the variety of activities underway to build a stronger tech-based economy. Editor’s Note: During the next few weeks, nearly every Governor will present a State of the State and/or budget address outlining new initiatives or priorities for the upcoming year. In the past, SSTI has compiled excerpts relevant to tech-based economic development for publication. This year we will highlight significant proposals in the SSTI Weekly Digest and provide links to the actual speech, related background, press releases, etc.

A Rhode Island Economic Strategy: 10 Ways to Succeed Without Losing Our Soul recently was released by the Rhode Island Economic Policy Council. The report outlines 10 economic development initiatives through four themes centered on places, people, clusters and connections. 

Alaska 

Starting next year, every Rhode Island high school student will be able to participate in the Vex Challenge, an international robotics competition that gives students firsthand experience with project management and engineering. A coalition of education and science and technology advocates, led by the nonprofit Business Innovation Factory, will cover the costs to schools and funding for an annual statewide tournament beginning in 2007. The available pool of equity capital grew substantially last Thursday as the board of trustees for the $31.7 billion Alaska Permanent Fund approved the placement of 8 percent of the fund's value into alternative assets, such as venture capital funds and hedge funds. The Associated Press reports the current value of all alternative investments held by the Permanent Fund totals $292 million.

Southern Growth Policies Board, a regional public policy think tank, is accepting nominations for its Innovator Awards.

To improve the way students learn and teachers teach in the areas of science and mathematics, Rhode Island Gov. Donald Carcieri's Blue Ribbon Panel on Mathematics and Science Education recommends 12 specific strategies in four key areas including governance and culture; teacher recruitment; teacher quality; and learning opportunities for students.

The National Institutes of Health (NIH) data on the top 100 cities for NIH awards in FY 2003 indicates Boston reasserted its leadership over New York for the top spot by increasing its spread by $401 million. Philadelphia and Baltimore remain in third and fourth place for the second year.

Alaska Gov. Frank Murkowski appointed Bill Noll as commissioner of the Department of Commerce, Community, and Economic Development. Noll has been serving as the governor's communications director.

Albert Clough is the new Commissioner of the Alaska Department of Commerce, Community and Economic Development, following the resignation of Edgar Blatchford last week.

While many states are striving to increase broadband availability (see the Kentucky story above, for example), a Providence-based nonprofit released a study this month promoting the feasibility of making Rhode Island the first entirely networked state for broadband wireless.

Gov. Donald Carcieri last month announced two new initiatives targeting Rhode Island's science and technology (S&T) and manufacturing industries. On April 12, Gov. Carcieri signed an Executive Order creating the Science & Technology Advisory Council.

To reduce administrative costs by up to $500,000 and to improve operational efficiencies, the Slater Fund Board of Directors has approved plans to consolidate Rhode Island's four Slater Centers into a single entity, the Slater Technology Fund, Inc. The fund will retain its four technology thrusts of biomedical technology, interactive technologies, design and manufacturing, and marine and environmental technologies.

Using the state’s regional advantage, the Rhode Island Economic Development Corporation (RIEDC) wants to create high-wage jobs in targeted industry sectors and establish new equity and financing programs that provide growth capital to sustain the ventures, the agency announced last week.

 

The Rhode Island Economic Policy Council has concluded a year-long examination of the state's economy with a call for nine recommendations to be implemented.

The State of Rhode Island has selected two Research Centers of Excellence designed to expand research initiatives and encourage investment and job opportunities. The Rhode Island Center for Cellular Medicine and the Ocean Technology Center are the state's first technology centers.

Rhode Island Gov. Donald Carcieri promoted Saul Kaplan to serve as the new director of the Rhode Island Economic Development Corp. Kaplan replaces three-year veteran Michael McMahon, who left to launch a new equity firm.

John Cronin was named state director of the new Rhode Island Small Business Development Center at Johnson and Wales University in Providence. Cronin is CEO of the Rhode Island Manufacturing Extension Partnership.
