In SSTI's final look at the 2004 State of the State and Budget addresses, the importance of building tech-based economies continues to be emphasized by governors across the country. Below are excerpts from speeches given in Alabama, Maryland, Minnesota, Oklahoma, Pennsylvania and Rhode Island.

The 2005 budget request submitted this week by Florida Governor Jeb Bush includes $20 million to establish two more Centers of Excellence at Florida universities.

When Florida Gov. Jeb Bush surprised the world last October by announcing the state had landed an East Coast campus for the Scripps Research Institute, the draw from the public coffers cost was pegged at $510 million. The state was contributing $310 million and the county's share was up to $200 million for land acquisition and building construction.

Former NASA Administrator Richard Truly, now head of the National Renewable Energy Laboratory, announced his plans to retire in November.

Overall retention rates for female engineering graduates has remained steady over the last few years, and according to the latest survey from the American Society for Engineering Education, a significant percentage of women are focusing on the less traditional fields of engineering.

Convergence Group Formed in Silicon Valley

Former president and CEO of the Columbus Technology Council William "Sandy" White is the new CEO of the University of Alabama at Birmingham Research Foundation.

One of the most critical elements needed for a tech-based economy is a strong higher education system that supplies a source of research ideas, new technologies and a skilled workforce. Studies have shown that individuals with college degrees earn more money, obtain better jobs, pay more taxes, and are more apt to perform volunteer work. Given higher education's important role, several states have been re-examining how higher education can play a larger role in their economy.

The National Business Incubation Association (NBIA) recently held its 18th International Conference in Atlanta, honoring excellence in business incubation programs, graduates and client companies. NBIA, a nonprofit organization, works to advance incubation and entrepreneurship. This year’s recipients include:

Studies have shown a strong correlation between high-wage economic growth and university research activity. Examination of nearly every strong regional technology center across the country will reveal at least one research university within its boundaries. As a result, many state and local technology-based economic development (TBED) efforts strive to increase the quantity and quality of university R&D undertaken within their boundaries.

In an attempt to attract more bioscience firms, Florida will invest up to $1 billion of its $102 billion employee pension fund into venture capital, the State Board of Administration recently announced. A forum was held last week by Enterprise Florida, the state's economic development agency, to outline the investment plan to more than 80 venture capitalists in attendance.

The National Science Foundation has released a new statistical report entitled Federal Funds for Research and Development: Fiscal Years 2001, 2002, and 2003. Included among the 112 tables are 10 presenting the 2001 data by geographic distribution, performer and federal agency.

Pam Inmann is the new executive director of the Western Governors Association.

Brian Vogt is the new director of the Office of Economic Development and International Trade in the Colorado Office of the Governor.

The creation and subsidization of CAPCOs, certified capital corporations intended to encourage venture capital (VC) investment, is one of the more controversial policies some states have adopted to encourage the growth of tech-based economies. With substantial revisions to Colorado's short CAPCO experiment this month, questions are raised once again for other states that either have passed or are considering various approaches to increasing the availability of risk capital for new tech firms.

Unofficial results posted today on the National Conference of State Legislatures (NCSL) website reveals political control of at least 10 of the country's 99 state legislative chambers (Nebraska has a unicameral legislature resulting in the odd total for the country) changed parties in yesterday's election.

Earlier this month, the U.S. Department of Commerce's National Telecommunications and Information Administration announced $14.4 million in Technology Opportunities Program (TOP) grants to 27 organizations in 22 states and the District of Columbia. Historically, TOP has been one of the most competitive tech-based economic development grant programs offered by the federal government, and 2004 was no exception – 494 applications were received, requesting $277.1 million.

Fans of sound public policy may have celebrated last year’s complete elimination of congressional earmarks on the FY 2007 budget. With the rapid growth over the past decade in the percent of discretionary federal spending arriving with strings attached, the idea there would be no more multi-million-dollar bridges to nowhere, indoor rainforests on the great plains and other gems seemed too good to be true. And it was, apparently, as draft FY08 budget bills surfacing in both chambers reveal.
