Janet Yancey-Wrona, director of the Maine Technology Institute (MTI), has been named the Governor's Science and Technology Advisor and the first Director of Innovation for the Maine Department of Economic and Community Development. In her new position, Dr. Yancey-Wrona will oversee the state's research and TBED activities, including MTI, the business incubator program and Maine EPSCoR initiative.

Overall retention rates for female engineering graduates has remained steady over the last few years, and according to the latest survey from the American Society for Engineering Education, a significant percentage of women are focusing on the less traditional fields of engineering.

While state governments across the country are overwhelmingly in favor of health-related biotechnology, agricultural biotechnology has received a somewhat less enthusiastic reception. A new fund developed by the Maine Technology Institute (MTI) is expected to lead to greater commercialization of technologies in the northeast state. Created through a reserved proportion of MTI’s annual grantable funds, the Accelerated Commercialization Fund (ACF) will allow previously funded MTI companies the chance to achieve significant growth. To qualify for funding, companies must at a minimum demonstrate significant potential for financial and economic development returns.

Kay Wade is the new president of the Oklahoma Professional Economic Development Council. Ms. Wade retains her position as director of the Center for Business Development at the Meridian Technology Center.

Laurie Lachance recently was named the next president of the Maine Development Foundation, Maine's economic development policy organization. Lachance is a former economist for the Maine State Planning Office.

Peter Abramo has been named executive director of Cameron University’s Center of Emerging Technologies and Entrepreneurial Studies, effective Aug. 30.

Betsy Biemann will be the new director of the Maine Technology Institute, pending legislative confirmation in January. Biemann currently serves as an associate director at The Rockefeller Foundation.

Earlier this month, the U.S. Department of Commerce's National Telecommunications and Information Administration announced $14.4 million in Technology Opportunities Program (TOP) grants to 27 organizations in 22 states and the District of Columbia. Historically, TOP has been one of the most competitive tech-based economic development grant programs offered by the federal government, and 2004 was no exception – 494 applications were received, requesting $277.1 million.

Fans of sound public policy may have celebrated last year’s complete elimination of congressional earmarks on the FY 2007 budget. With the rapid growth over the past decade in the percent of discretionary federal spending arriving with strings attached, the idea there would be no more multi-million-dollar bridges to nowhere, indoor rainforests on the great plains and other gems seemed too good to be true. And it was, apparently, as draft FY08 budget bills surfacing in both chambers reveal.
