Northeast-Midwest Institute Reports on Federal Spending by State
Despite small improvements, Northeast and Midwest regions lag behind the South and West in terms of dollars returned to states from taxes sent to Washington, according to a report issued by the Northeast-Midwest Institute.

Terri Adams is serving as Chief of the Science, Technology and Energy Division of the Alabama Department of Economic and Community Affairs. Martha McInnis resigned from ADECA in January.
FEDERAL LABS SUPPORT AUTO INITIATIVE
Seven federal labs from the Federal Laboratory Consortium’s Midwest Region - representing the Air Force, Army, Navy, Department of Energy, NASA, Department of Agriculture, and the Environmental Protection Agency (EPA) - are cooperating in an initiative to help automotive manufacturers and suppliers access the resources of the federal laboratory system.

Governor Don Siegelman has named Norm Davis as the director of the Alabama Department of Economic and Community Affairs. Mr. Davis had been serving as the State Banking Superintendent. Jim Hayes, director of the Alabama Development Office, has announced his resignation.

The KPB Economic Development District in Alaska is seeking a Chief Executive Officer. The Associate Director position of Iowa State University's Center for Advanced Technology Development is open. Auburn University is accepting applications for the Associate Director of Industrial Programs and Technology Transfer position.

In the June 11, 1999 SSTI Weekly Digest, a mistake was made. The Great Midwest Venture Capital Conference has not yet selected any of the 30 presenting companies for the 1999 conference. Midwest VC Conference Seeks Presenters
The Ninth Annual Great Midwest Venture Capital Conference will be held November 8-9, 1999 in Indianapolis, Indiana. The Indiana Business Modernization & Technology Corp. (BMT) is seeking applications from emerging technology businesses to present their business profiles and capital needs to a variety of potential investors at the event.
Research, Tech Tax Incentives Proposed in Alabama
Technology-based businesses and investors in Alabama may be eligible for several new tax credits if legislation recently introduced passes the state legislature. The Incentives for Targeted Growth Act of 2000, Senate Bill 571, was introduced April 19 to encourage the growth and expansion of Alabama’s technology community.

Buffalo
The Buffalo News reports InfoNiagara, a technology council serving 230 IT companies, has signed a reciprocal membership with the Amherst Chamber of Commerce to increase the benefits offered to both organizations' members. The chamber's 2,300 members gain access to InfoNiagara's training and professional development programs, according to the paper, while the tech council is able to offer its members a variety of insurance programs the chamber has in place.

Mississippi Technology Alliance Partners with Tribal Government
Mississippi Band of Choctaw Indians (MBCI) Tribal Chief Phillip Martin and Mississippi Technology Alliance President and Chief Executive Officer Angie Dvorak recently announced a partnership to help foster science-based economic development for the state of Mississippi. The alliance's partnership with a tribal government is possibly the first of its kind in the U.S.

Gov. Don Siegelman has named Anne Payne to director of the Alabama Department of Economic and Community Affairs. Payne has been serving as ADECA's assistant director since last August.
Mississippi Technology Alliance Infusing S&T Mindset Via Tech Councils
Community buy-in to building a technology-based economy is vital for TBED success. Establishing a strong private sector commitment to science and technology can make a significant difference, particularly as elected officials are deciding what to cut or trim from the budget. TBED organizations use different approaches to get the buy-in. In states such as Massachusetts (see story in this Digest), the top-down direction from the Governor could provide the group critical access.

John Harrison is Governor Bob Riley's pick to serve as director of the Alabama Department of Economic and Community Affairs. Harrison was the Mayor of Luverne, Alabama for the past 14 years.
New Govs Usher in New S&T Personnel
SSTI continues a series begun in last week's Digest, highlighting key economic development and science & technology positions being filled by some of the nation's 24 new governors. Many of these individuals are expected to help set the state's tech-based economic development agenda and determine budget cuts, reorganization plans or program eliminations.

Jim Hayes is serving as interim president of the Economic Development Partnership of Alabama as the group works to fill the position. Hayes was a former director of the Alabama Development Office.
