Gov. Phil Bredesen’s budget proposal for 2007-2008 includes more than $100 million in new funding for several new education and high-tech development initiatives and a strategy to spur the state’s alternative fuels industry.

Eric Cromwell has been appointed to serve as Director of Technology for the Tennessee Department of Economic & Community Development.

In an economy driven increasingly by computer literacy and connectivity, leading the nation in the percentage of households not connected to the Internet is a distinction many in the South are working to eliminate. One South, Digitally Divided, the second annual TelecomSouth conference of the Southern Technology Council (STC), and its accompanying report Creating the CyberSouth are efforts in that direction.

Overall retention rates for female engineering graduates has remained steady over the last few years, and according to the latest survey from the American Society for Engineering Education, a significant percentage of women are focusing on the less traditional fields of engineering.

Former president and CEO of the Columbus Technology Council William "Sandy" White is the new CEO of the University of Alabama at Birmingham Research Foundation.

The National Business Incubation Association (NBIA) recently held its 18th International Conference in Atlanta, honoring excellence in business incubation programs, graduates and client companies. NBIA, a nonprofit organization, works to advance incubation and entrepreneurship. This year’s recipients include:

The National Science Foundation has released a new statistical report entitled Federal Funds for Research and Development: Fiscal Years 2001, 2002, and 2003. Included among the 112 tables are 10 presenting the 2001 data by geographic distribution, performer and federal agency.

Michael Terry, president and CEO of EmergeMemphis, has announced he will resign at the end of the year.

Southern states may have a justifiable reason to be proud of their progress in technology and innovation, but their leaders should be concerned with the lack of investment in venture capital and industrial research and development (R&D), suggests a report released last month by Southern Growth Policies Board and the Southern Technology Council (STC).

Earlier this month, the U.S. Department of Commerce's National Telecommunications and Information Administration announced $14.4 million in Technology Opportunities Program (TOP) grants to 27 organizations in 22 states and the District of Columbia. Historically, TOP has been one of the most competitive tech-based economic development grant programs offered by the federal government, and 2004 was no exception – 494 applications were received, requesting $277.1 million.

Each year, Southern Growth Policies Board honors Southern initiatives that are improving the quality of life in the region through its Innovator Awards. The Awards are presented annually to one organization in each of Southern Growth’s member states ­ Alabama, Arkansas, Georgia, Kentucky, Louisiana, Mississippi, Missouri, North Carolina, Oklahoma, South Carolina, Tennessee, Virginia and West Virginia.

Fans of sound public policy may have celebrated last year’s complete elimination of congressional earmarks on the FY 2007 budget. With the rapid growth over the past decade in the percent of discretionary federal spending arriving with strings attached, the idea there would be no more multi-million-dollar bridges to nowhere, indoor rainforests on the great plains and other gems seemed too good to be true. And it was, apparently, as draft FY08 budget bills surfacing in both chambers reveal.

 

Referring to his fiscal year 2008-09 budget recommendation as “back to basics,” Gov. Phil Bredesen proposed significant investments in research and workforce initiatives while vowing not to tap into reserves or raise taxes.

The Tennessee Technology Development Corporation (TTDC), the lead organization in Tennessee for technology-based economic development, is seeking a president and chief executive officer (CEO). This position is responsible for the overall direction and management of TTDC and its programs, including resource development, finances, contracts, compliance reporting and operational policies. He or she will work with a 22-member board of directors to establish and successfully implement a work plan that fulfills the organization's mission.

Dr. Daryush Ila, head of the Alabama A&M University Research Institute, was elected to serve as the executive director of the Alabama EPSCoR Steering Committee.
