Nonprofit entities in Alabama, Arkansas, Connecticut, Kentucky, Massachusetts, Virginia, and Washington will receive $13.2 million over six years for training and incentive programs for Advanced Placement (AP) and Pre-Advanced Placement Programs. The grants will be used for extensive training of teachers, identification of lead teachers, additional "time on task" for students, and financial incentives based on academic results.

Fans of sound public policy may have celebrated last year’s complete elimination of congressional earmarks on the FY 2007 budget. With the rapid growth over the past decade in the percent of discretionary federal spending arriving with strings attached, the idea there would be no more multi-million-dollar bridges to nowhere, indoor rainforests on the great plains and other gems seemed too good to be true. And it was, apparently, as draft FY08 budget bills surfacing in both chambers reveal.

 

With the first round of state funding not expected until April 2008, private foundations have stepped in to provide a jumpstart for the Life Sciences Discovery Fund (LSDF). Last week, six Washington-based research teams were awarded more than $4.5 million in private funding to support projects that improve health care quality and capitalize on economic development opportunities within the state.

 

Washington Gov. Gary Locke appointed Juli Wilkerson to serve as director of the Department of Community, Trade and Economic Development, replacing Martha Choe, who is now serving as state coordinator for the Boeing 7E7 project.

Ken Olsen will become the new executive director of the Palouse Economic Development Council in Washington State.

Many of Washington's programs aimed at enhancing the skills of educators in science, technology, education, and mathematics (STEM) fields will continue to receive state support in the coming biennium under Gov. Christine Gregoire's budget proposal - while other TBED initiatives did not fare as well.

The newly-created Clean Energy Leadership Council, convened by the Washington governor's office and a state-wide public-private clean energy alliance, held its first meeting. The council will deliver a clean energy strategy and recommendations by December 1, 2010.

Virginia Governor Bob McDonnell dropped his previous nomination, Robert Sledd, as his secretary for Commerce and Trade and instead nominated businessman James Cheng. Cheng, whose nomination needs to be confirmed by the Democratic-controlled Senate, was sworn in on January 17.

The following overview is a synopsis of select recent announcements from research parks across the nation, including groundbreakings and development plans to support vibrant regional economies based on science, technology and innovation. 

Lonnie Emard has been named interim director of the Consortium for Enterprise Systems Management, a recently formed collaboration of business, academic and economic development organizations intended to build information technology (IT) opportunities in South Carolina.

Lawmakers across several western states have reached budget agreements for the upcoming fiscal year or biennium allocating decreased or level funding for tech-based economic development efforts. Lawmakers also passed new legislation supporting job-creation efforts and investments in alternative energy. While funding for many of these programs appear secure in FY10, additional spending cuts are anticipated in the coming months if state revenues continue to decline.

Gov. Bob Riley signed a bill last month extending tax credits and incentives to knowledge-based industries and green employers to encourage growth and expansion in these fields throughout the state.

Karl Fooks, a past managing director for J.P. Morgan & Co. in Asia, is the new president of the Hawaii Strategic Development Corporation. Fooks replaces John Chock who retired last year.

One of the biggest challenges for green technologies and products is breaking into the market. Achieving the critical mass that allows production volume to drive down prices is difficult, particularly when the commodity being sold is, at least initially, more expensive to make because more of the actual cost of production is captured in the green company's business model.

The fifth installment of the Tech Talkin' Govs series includes highlights from state of the state, budget and inaugural addresses from governors in Alabama, Michigan, Ohio, Oklahoma, Pennsylvania and Utah.

Alabama Gov. Bob Riley recently announced a plan to launch an advanced robotics research, training and education center to prepare workers for the robotics industry and attract high-tech employers to the state. Calhoun Community College in Decatur will host the $71 million center, in partnership with the University of Alabama in Huntsville. Gov. Riley first proposed the robotics campus in 2006 and believes the center will help increase the state’s profile as a leader in the robotics industry.

President Bush announced he will nominate Assistant Secretary of Commerce Sandy Baruah to serve as the administrator of the Small Business Administration.

The Rensselaer County Regional Chamber of Commerce has created the Economic Development Partnership to help businesses relocate to or expand in the county.

Steve Bazinet has been hired as executive director of the Maine Center for Enterprise Development.

Rahindra Bose is Ohio University's new vice president for research and creative activity and dean of the graduate college.

The Beaver County (Pa.) CO-OP announced it will change its name to StartingGate. The incubator will continue to assist entrepreneurs and new business start-ups and help expand existing businesses.

Joe Dedman was chosen as the first executive director of the Southeast Indiana WIRED.

Brian DuBoff was named the director of Maryland's southern region Small Business Development Center, which is hosted by the College of Southern Maryland.
