The California Technology, Trade and Commerce Agency (TTCA) has released A County Level Analysis of California's R&D Activity 1993-1999, which, for the first time, offers California state and regional policymakers a county-by-county, instead of statewide or national, analysis of research and development trends.

A 19-year veteran of the technology-based economic development field has co-authored a guide that outlines strategies for growth in the knowledge-based economy. The Keys to Growth in the New Economy:Investing in Discovery, Engineering, and Entrepreneurship draws on the experiences of John Ahlen, who has led the Arkansas Science and Technology Authority (ASTA) since 1984. The report is co-authored by Mark Diggs, Chairman and CEO of Maryland-based Ontology Works, Inc.

Richard C. Atkinson, the president of the University of California system since 1995, will receive the prestigious 2003 Vannevar Bush Award from the National Science Foundation for lifetime contributions to the nation in science and technology.

Nonprofits looking for financial assistance, technology assistance or assistance in general may not need to look much further than one browser window. Two online resources, TechSoup and Gifts In Kind, offer a wide variety of tools that can help nonprofit organizations stretch tight budgets.

Perhaps in no other sector are efforts to grow an industry so dependent on a strong public-private partnership as they are for biotech and the life sciences. Most of the research funding for the field flows from the government to universities and research institutions. Industry then steps up for clinical studies and commercialization.

The San Diego Work Force Partnership recently released four strategic plans as a blueprint to prepare San Diego's workforce to compete in the changing global economy. Initiated as part of a broader Regional Workforce Development Strategic Planning Initiative, the plans reflect the concerns of area businesses for developing and maintaining skilled workers.

Community Science Workshops (CSW) are spreading nationwide, due to a second $3 million grant from the National Science Foundation (NSF) that will enable San Francisco State University (SFSU) and its partners to create CSWs across the U.S.

Innovation indices or S&T report cards can be useful tools for assessing the health and direction of a region or state's economy. The results can be helpful for determining appropriate policies and programs to affect change and measuring progress. Evolving over the past five years, many states, localities and national organizations have prepared indices.

larta has issued its 2002 Federal Technology Funding Guide, a survey of federal funding sources for technology firms. The sixth edition of the guide provides information on more than 90 regularly scheduled programs, hundreds of links to resources on the Web, and a special section funding for technologies to fight terrorism. An index identifies program by technology area or funding emphasis. 

Philanthropic individuals and foundations are increasingly vital contributors for tech-based economic development, particularly for "big-ticket" initiatives. Most gifts, such as that covered in the second item below, are tied to a specific relationship with a university or field of research, working independently of the strategies or programs developed by state or local tech-based economic development organizations.

The United States Patent and Trademark Office has posted a preliminary list of the 10 U.S. universities receiving the most patents for inventions during calendar year 2002. The University of California tops the list for the ninth consecutive year. The table below also presents the school's 2001 ranking and total. 

The National Center for Public Policy and Higher Education recently released The Rising Price of Higher Education, which documents the rising costs of public education in the U.S. Using the data found in the report, SSTI has constructed a 50-state table presenting a comparison of the cost of tuition and fees at 2- and 4-year public institutions in 2001-02 vs 2002-03.

Two organizations with seemingly the same goal in mind recently released statistics on the health of their region's technology sectors. Relying on different methods, the Pittsburgh Technology Council (PTC) and the Sacramento Area Regional Technology Alliance (SARTA) both analyze and report the impact of technology clusters on the local economy.

The source of eadership on specific state tech-based economic development activities greatly influences the design and effectiveness of the effort. It remains to be seen then how the recently launched Arkansas Nanotechnology Alliance evolves locally as its direction originates from the nation's capital.

What are the factors of commercial success? As they say in real estate: location, location, location.

So what makes a good location for commercializing innovation? Innovative ideas clearly thrive where R&D spending flows and local patent activity exists. But, do R&D dollars and level of patents also indicate locations for tech transfer?

The perennial or biennial efforts to secure funding from state legislatures to support tech-based economic development (TBED) programs can create significant limitations on the design and execution of programs targeting research or early-stage, seed capital investments. Fixed endowments such as the one created by Wyoming and the Permanent Big Sky Economic Development Fund proposed in Montana (see both stories above) are ideal, but getting the initial payment approved by a legislature can be difficult.

As a percentage, Silicon Valley has lost more jobs over the past four years than any U.S. metropolitan area since 1939, but evidence shows the region is stabilizing with a return to levels reminiscent of the late 1990s. Funding for venture capital is up, per capita income is increasing, and research and development funding has reached new highs. Yet, the region's most striking feature of late is, perhaps, the way it is growing, according to the 2005 Index of Silicon Valley.
