This is the second installment of SSTI’s look at the Inaugural, Budget and State of the State Addresses delivered in the past week. With a heavy emphasis on alternative energy, TBED priorities continue to receive significant time in the speeches delivered by the nation’s governors at the start of the 2007 legislative season. States Looking at Higher Ed to Foster Economic Growth
One of the most critical elements needed for a tech-based economy is a strong higher education system that supplies a source of research ideas, new technologies and a skilled workforce. Studies have shown that individuals with college degrees earn more money, obtain better jobs, pay more taxes, and are more apt to perform volunteer work. Given higher education's important role, several states have been re-examining how higher education can play a larger role in their economy.
Useful Stats: 2003 DoD Phase I SBIR Proposals and Awards
The Department of Defense (DoD) distributed $152.9 million in awards under its fiscal year 2003 Phase I Small Business Innovation Research (SBIR) Program competitions. A total of 1,882 awards were selected from a pool of more than 15,000 proposals across all states and the District of Columbia.

Colorado CAPCO Demise Leads to Questions for Other States
The creation and subsidization of CAPCOs, certified capital corporations intended to encourage venture capital (VC) investment, is one of the more controversial policies some states have adopted to encourage the growth of tech-based economies. With substantial revisions to Colorado's short CAPCO experiment this month, questions are raised once again for other states that either have passed or are considering various approaches to increasing the availability of risk capital for new tech firms.

Party Control Changes in Several State Legislative Chambers
Unofficial results posted today on the National Conference of State Legislatures (NCSL) website reveals political control of at least 10 of the country's 99 state legislative chambers (Nebraska has a unicameral legislature resulting in the odd total for the country) changed parties in yesterday's election.
Arkansas Wins $9M NSF Grant for Biomass Power & Nanotechnology Research
Last week, the National Science Foundation (NSF) announced that the Arkansas Science & Technology Authority (ASTA) would receive $9 million through the Experimental Program to Stimulate Competitive Research (EPSCoR) to enhance the state's research capabilities. The new funds will be used to support a broad range of activities, from attracting world-class scholars to fostering entrepreneurship, in select technology areas.

Western Governors Create High Technology Council
The 18 governors who comprise the Western Governors’ Association (WGA) have agreed to create a Western High Technology Council to serve as a strategic alliance among states, technology firms and universities to advance the region's common interests in the technology-driven and knowledge-based New Economy. Hawaii Governor Ben Cayetano, WGA Chairman, proposed the idea at the WGA winter meeting held in Las Vegas during December.
Colorado S&T Commission Created
Colorado Governor Bill Owen has appointed 55 technology executives and public officials to serve on the Governor’s Commission on Science and Technology. The Commission’s purpose is to issue a set of recommendations by late-2000 focused on enhancing Colorado's business climate and creating the technological infrastructure necessary to foster statewide growth of the high technology industry.

Arizona
The Ways & Means Committee of the Arizona House of Representatives has passed a bill to eliminate $250 million in sales tax exemptions for a number of products and services, including telecommunications equipment and solar devices. If the bill passes, proceeds would be used to raise teachers' salaries.
Recent Research: Public College Support Per Student Sinks to 25-year Low
At the same time civic and corporate leaders around the country are calling for more high school students to pursue a college education, and specifically science, technology and math degrees, the student's share of the cost for higher education is climbing to record highs.

Dr. Phillips Bradford the Executive Director of the Colorado Advanced Technology Institute has resigned his position. Lenie Roos-Gabridge has been appointed Interim Chief Operating Officer. Bradford’s resignation is the latest in an unprecedented turnover of state technology-based economic development officials. In the last year alone, the leaders of 14 states’ technology efforts have left their positions.

In February, SSTI highlighted several state-led efforts to address the rural broadband gap, which affects more than 30 percent of rural America who currently lack access to adequate broadband service.

The states’ efforts should help revitalize rural communities by aiding small business formation and manufacturers’ expansion, and improve educational achievement/workforce training for local citizens. As some state legislative sessions wrap up, several more governors and state lawmakers have created new initiatives to address this significant issue. Alabama, Colorado and Washington provide the most recent examples of new commitments, including some reversing bans on public broadband provision when the private market fails to deliver.
$194.7 million grant boosts U of A research, creates new institute
The Walton Family Charitable Support Foundation is making a $194.7 million grant to advance research and economic development at the University of Arkansas and will allow a new research institute to become reality. The grant is expected to grow the university’s cross-disciplinary research capability, expand the scope of discoveries made by U of A researchers and increase the speed in transferring such discoveries to the marketplace.
State actions in 2019: Opportunity Zones
In 2019, the administrations and legislatures in many states grappled with if and how to adjust state economic development initiatives to leverage the federal Opportunity Zone (OZ) program. The actions of 12 states that implemented new activities are described below.

Universities frequently play an integral role in providing activities, research, and products that positively affect or support local, regional, state and national economic development or strategic goals. In higher-education’s efforts to align its participation in innovation and entrepreneurship systems, universities’ incubators, accelerators and fund programs are essential in assisting their faculty, staff, or students in the services and support needed to create startups, bring products to market, or provide critically needed funding.
