This is the second installment of SSTI’s look at the Inaugural, Budget and State of the State Addresses delivered in the past week. With a heavy emphasis on alternative energy, TBED priorities continue to receive significant time in the speeches delivered by the nation’s governors at the start of the 2007 legislative season. Florida Budget Requests $60M for TBED Initiatives
The 2005 budget request submitted this week by Florida Governor Jeb Bush includes $20 million to establish two more Centers of Excellence at Florida universities.

Florida Slowly Discovering Truer Costs of Landing Scripps
When Florida Gov. Jeb Bush surprised the world last October by announcing the state had landed an East Coast campus for the Scripps Research Institute, the draw from the public coffers cost was pegged at $510 million. The state was contributing $310 million and the county's share was up to $200 million for land acquisition and building construction.
Useful Stats: 2003 DoD Phase I SBIR Proposals and Awards
The Department of Defense (DoD) distributed $152.9 million in awards under its fiscal year 2003 Phase I Small Business Innovation Research (SBIR) Program competitions. A total of 1,882 awards were selected from a pool of more than 15,000 proposals across all states and the District of Columbia.
States Building R&D Capacity Through Endowed Faculty Positions
Studies have shown a strong correlation between high-wage economic growth and university research activity. Examination of nearly every strong regional technology center across the country will reveal at least one research university within its boundaries. As a result, many state and local technology-based economic development (TBED) efforts strive to increase the quantity and quality of university R&D undertaken within their boundaries.
Florida Commits $1B in Pension Funds to Venture Capital Firms
In an attempt to attract more bioscience firms, Florida will invest up to $1 billion of its $102 billion employee pension fund into venture capital, the State Board of Administration recently announced. A forum was held last week by Enterprise Florida, the state's economic development agency, to outline the investment plan to more than 80 venture capitalists in attendance.

David Gibson, chief business officer of The Governor's Office of Economic Opportunity in Montana, has accepted a new position as associate commissioner for economic development. Beginning Jan. 3, Gibson will serve under Commissioner of Higher Education Sheila Stearns.

Montana Gov.-elect Brian Schweitzer tapped Tony Preite to serve as director of the state Department of Commerce. Priete is currently director of the office of commercialization and economic development outreach at the University of Montana and is a former regional director for the Colorado office of the Economic Development Administration.
$200M for Energy Diversity Package in Florida Budget Recommendation
Gov. Charlie Crist outlined several new alternative and renewable energy initiatives aimed at diversifying the state’s economy and creating high-wage jobs in his fiscal year 2008-09 budget recommendation. Many of the new proposals would be financed by tapping into the state’s budget reserves and relying on casino and lottery revenues.
Arkansas Wins $9M NSF Grant for Biomass Power & Nanotechnology Research
Last week, the National Science Foundation (NSF) announced that the Arkansas Science & Technology Authority (ASTA) would receive $9 million through the Experimental Program to Stimulate Competitive Research (EPSCoR) to enhance the state's research capabilities. The new funds will be used to support a broad range of activities, from attracting world-class scholars to fostering entrepreneurship, in select technology areas.

Montana Legislature Approves $46 M Economic Development Package
After two years of partisan politics and court battles, the Montana legislature last week overwhelmingly passed HB 1, a $46 million, five-year appropriations package to fund several state science, technology, and economic development initiatives. The legislation brings to close a saga that began with a successful court challenge to the funding mechanism for S&T programs.
IT Florida Issues Annual Report
Encouraging venture capital investments, creating R&D tax exemptions, and establishing three new technology-based organizations are just a few of the recommendations included in the first annual report of ITFlorida.com. The 34-member Information Service Technology Development Task Force was created by state legislation last year to assess the health of Florida's information technology industry.

Arizona
The Ways & Means Committee of the Arizona House of Representatives has passed a bill to eliminate $250 million in sales tax exemptions for a number of products and services, including telecommunications equipment and solar devices. If the bill passes, proceeds would be used to raise teachers' salaries.
Montana House OKs Use of Coal Taxes for R&D
The Montana House of Representatives narrowly approved a measure that, if passed by the Senate, will provide $9-$10 million a year for state research and development projects.
Montana House Bill 260 changes the way in which coal severance taxes are collected to allow a portion of the revenue to be designated for R&D spending.
$194.7 million grant boosts U of A research, creates new institute
The Walton Family Charitable Support Foundation is making a $194.7 million grant to advance research and economic development at the University of Arkansas and will allow a new research institute to become reality. The grant is expected to grow the university’s cross-disciplinary research capability, expand the scope of discoveries made by U of A researchers and increase the speed in transferring such discoveries to the marketplace.
State actions in 2019: Opportunity Zones
In 2019, the administrations and legislatures in many states grappled with if and how to adjust state economic development initiatives to leverage the federal Opportunity Zone (OZ) program. The actions of 12 states that implemented new activities are described below.
