KANSAS INNOVATION INDEX ASSESSES STATE’S COMPETITIVENESS

Billion Dollar Gift Boosts Biomed Research in Kansas City

With an eye toward helping to make Kansas City a leading center for biomedical research, James Stower Jr., founder of American Century mutual funds, and his wife are donating $1.114 billion to the Stowers Institute of Medical Research. The donation is considered one of the five largest philanthropic gifts in history.

Bipartisan Efforts Deliver New Tech Programs, Acts for Arkansas

A wide range of research and tech-based economic development bills were approved by the Arkansas legislature, which ended its legislative session in mid-April. With proposals and support coming both from Republican Governor Huckabee and the heavily Democratic legislature, Arkansas is the latest state to demonstrate broad bipartisan support for investing in science and technology.

Hawaii's Growth Strategy Focuses on Technology, New Economy

Earlier this month, Governor Ben Cayetano released The New Millenium Growth Strategy for Hawaii's Economy, an economic development plan to improve the state's performance in a knowledge-based economy. The 90-page report, penned by the Department of Business, Economic Development and Tourism, includes several new initiatives for developing and growing technology businesses as well as strengthening existing economic development efforts.

$10 M Research Fund, Loan Forgiveness Program Among New Tech Initiatives in Arkansas

The State of Arkansas has enacted several initiatives this year to assist science, technology, and research within the state. The two largest efforts are a $10 million research fund and a loan forgiveness program.



Arkansas Research Matching Fund

Hawaii Consolidates Technology Programs, Adds Worker Training and Offers Tax Breaks

In a move to increase Hawaii's technology standing, Governor Ben Cayetano signed legislation last week that will create several new initiatives. Most significant for S&T policy is the planned consolidation of the state's technology-related programs under a new special advisor for technology development. The specific state agencies affected by the legislation were not identified in the Technology Omnibus bill.

Kansas Releases New Technology Cluster Assessment and Strategic Plan

Using a new, proprietary methodology, the Kansas Technology Enterprise Corporation (KTEC) has conducted a cluster assessment, determining KTEC should focus its commercialization efforts on those specific technology areas where opportunity is high and where the elements are in place to delivery those benefits to the state’s economy.

Arizona 

The Ways & Means Committee of the Arizona House of Representatives has passed a bill to eliminate $250 million in sales tax exemptions for a number of products and services, including telecommunications equipment and solar devices. If the bill passes, proceeds would be used to raise teachers' salaries.

Camden, Arkansas

The June 19, 2001 issue of The Bond Buyer reported that Camden, with a population just over 13,000, approved a one-cent sales tax to raise $6 million over four years to support downtown business revitalization efforts. Plans include construction of a business incubator and development of a 500-acre business park.
