Tech Talkin’ Govs, Part II
This is the second installment of SSTI’s look at the Inaugural, Budget and State of the State Addresses delivered in the past week. With a heavy emphasis on alternative energy, TBED priorities continue to receive significant time in the speeches delivered by the nation’s governors at the start of the 2007 legislative season. Selected excerpts of new initiatives are provided below:

Gov. John Huntsman, Jr. named Jack Brittain, dean of the University of Utah Business School, vice president in charge of the new Office of Technology Ventures. Brittain, dubbed the "innovation czar," will continue to lead the business school in addition to his new position.

Gov. Matt Blunt appointed Greg Steinhoff to head the Missouri State Department of Economic Development.

The Kauffman Foundation named Patrick Von Bargen CEO of the Center for Venture Education. Von Bargen was the former managing executive for policy and staff at the U.S. Securities & Exchange Commission.

David Harmer, executive director of the Utah Department of Community and Economic Development (DCED), announced his retirement. Chris Roybal, senior advisor to Gov. Jon Huntsman Jr. for economic development, will take on many of Harmer's responsibilities.

It is an unfortunate and annoying consequence of politics that sometimes, with the change of gubernatorial administrations even within parties, excellent people with enviable records of delivering results for tech-based economic development programs lose their positions. SSTI has learned that Rod Linton and Michael Keene were among 33 "at-will" economic development staff at the Utah DCED fired en masse last Thursday. Gov. Stowers to Double Life Science Center in Kansas City
Arizona taxpayers paid at least $100 million for the TGen Institute. The east coast version of Scripps cost Florida a cool $500-plus million. How much should Kansas City expect to pay the Stowers Institute for Medical Research to double the size of its 600,000 sq. ft. research facility instead of locating a second campus elsewhere?
Not a dime.
Missouri Gov. Signs 'Jobs Now' Bill
New manufacturer training funds, enhanced enterprise zones, and new economic development infrastructure loans are among the incentives included in Missouri's Jobs Now legislation, signed into law by Gov. Bob Holden on July 8. Passage of key elements of the package was one of the governor's top priorities for the legislative session and was considered critical for securing the new 1,200-employee H&R Block headquarters in downtown Kansas City, according to local news reports.

Missouri Enterprise Seeks President and CEO
Missouri Enterprise Business Assistance Center, a Rolla-based, multi-office nonprofit organization that provides business and technical assistance to manufacturers, agricultural producers and startups, is seeking candidates for the position of President and Chief Executive Officer. Useful Stats: 2003 DoD Phase I SBIR Proposals and Awards
The Department of Defense (DoD) distributed $152.9 million in awards under its fiscal year 2003 Phase I Small Business Innovation Research (SBIR) Program competitions. A total of 1,882 awards were selected from a pool of more than 15,000 proposals across all states and the District of Columbia.
Utah Universities Could Own Stock in Inventions under Constitutional Amendment
Legislators in Utah have passed a constitutional amendment that, with approval by voters, would allow the state's universities to take ownership in private businesses in exchange for intellectual property. The proposed amendment cleared the Utah State Legislature with relative ease, despite some concerns it will thwart the incentive of researchers wanting to commercialize their results.

Utah State University named J. Michael Brooks as director of its Innovation Campus. He will also serve as associate vice president for research and economic development, beginning Sept. 20.

Arkansas Biotech Research Threatened With 20% Cut

Jeff Edwards recently was named interim president and CEO of the Economic Development Corp. of Utah (EDCU). Edwards replaces Christopher Roybal, who will serve as the senior adviser for economic development for Gov. Jon Huntsman Jr., starting next year.
New Resource Guides Angels in Formation of Angel Groups
As the angel investment community continues to evolve from individual investors to sophisticated angel investment groups, the Kauffman Foundation and the Angel Capital Association (ACA) have jointly published a new guide designed to help angels form the most effective angel organizations for their communities.
Missouri Approves $32M for Bio-Ag Research, TBED
Two bills passed by the Missouri General Assembly last week include more than $32 million to support new initiatives to promote TBED activities in the state. Programs to support bio-agricultural research, technology commercialization and business growth won the lion's share of the new appropriations.
Arkansas Wins $9M NSF Grant for Biomass Power & Nanotechnology Research
Last week, the National Science Foundation (NSF) announced that the Arkansas Science & Technology Authority (ASTA) would receive $9 million through the Experimental Program to Stimulate Competitive Research (EPSCoR) to enhance the state's research capabilities. The new funds will be used to support a broad range of activities, from attracting world-class scholars to fostering entrepreneurship, in select technology areas.
Best Practices for Biotech Assistance to be Explored
Cincinnati and St. Louis are partnering to hold a three-day symposium to examine best practices in biotechnology-based economic development. Growing the Life Science Industry will be held March 1-3 at the Kingsgate Conference Center on the University of Cincinnati Medical Campus. Speakers from a dozen states will share their regions' approaches for life science economic development.
Utah Sees Impact from Centers of Excellence
Spawning 132 new companies over thirteen years is just one of the impressive statistics cited in the latest annual report for the Utah Centers of Excellence Program (COEP). The 1998-1999 report highlights the program’s accomplishments and economic impact since its inception in 1986. Each year, COEP staff document the program’s contributions to the Utah economy through statistical data and anecdotal success stories.
Missouri Targets Life Sciences Industry to Boost Economic Development
In a recently issued Executive Order, Missouri Governor Mel Carnahan officially named the life sciences industry as one of the state’s lead industries for promoting economic development. The order requires all executive branch departments to review their programs and evaluate each program’s impact on the life sciences industry for purposes of economic growth. The Department of Economic Development must prepare a report based upon these reviews that is due to the Governor by May 1, 2000.

The Ways & Means Committee of the Arizona House of Representatives has passed a bill to eliminate $250 million in sales tax exemptions for a number of products and services, including telecommunications equipment and solar devices. If the bill passes, proceeds would be used to raise teachers' salaries.

Thad LeVar was appointed deputy director of the Utah Department of Commerce. LeVar replaces Jason Perry, who was named director of the Utah Governor's Office of Economic Development (GOED). Richard Bradford, the former director of GOED, retired from state government after 13 years of service.
MISSOURI ONE STEP CLOSER TO $40 MILLION SEED FUND
Investment capital to develop and commercialize new technologies may soon be easier to find in Missouri. The Commerce Committee of the Missouri House of Representatives last week endorsed House Bill 753, a proposal to create a $40 million seed capital fund supported by Governor Mel Carnahan. The fund would be capitalized at $10 million each year for four years. Additionally, private investors would get a 100-percent tax credit for all money they contributed to the new seed capital fund.

State economic growth relies on the availability of a workforce capable of filling open positions. But increasingly around the country, one of the top concerns of employers is finding the right talent to fill these roles. Beyond corporate strategies in hiring, states are increasingly developing new initiatives to keep their pipeline of talent flowing.
