Arkansas

A wide range of research and tech-based economic development bills were approved by the Arkansas legislature, which ended its legislative session in mid-April. With proposals and support coming both from Republican Governor Huckabee and the heavily Democratic legislature, Arkansas is the latest state to demonstrate broad bipartisan support for investing in science and technology.

The State of Arkansas has enacted several initiatives this year to assist science, technology, and research within the state. The two largest efforts are a $10 million research fund and a loan forgiveness program.



Arkansas Research Matching Fund

In an effort to improve the state’s national ranking of 49th place in research performance, the Arkansas General Assembly created the Arkansas Research Matching Fund. The $10 million fund will be administered by the

Arizona 

The Ways & Means Committee of the Arizona House of Representatives has passed a bill to eliminate $250 million in sales tax exemptions for a number of products and services, including telecommunications equipment and solar devices. If the bill passes, proceeds would be used to raise teachers' salaries. 

Economic development in Oregon recently has been given new life, thanks to the approval of $222 million in bills by Governor John Kitzhaber. The legislation, including $72 million for high-tech infrastructure and research over the next two years, is expected to increase public investment in biotechnology, engineering and other research.

Camden, Arkansas

The June 19, 2001 issue of The Bond Buyer reported that Camden, with a population just over 13,000, approved a one-cent sales tax to raise $6 million over four years to support downtown business revitalization efforts. Plans include construction of a business incubator and development of a 500-acre business park.



Missouri

Blythewood, South Carolina 

The director of the Arkansas Department of Economic Development has announced his retirement. Jim Pickens will remain in the position until his replacement is named, according to local news reports.

San Pablo, CA, College to Use $2.1M EDA Grant to Build Biotech Incubator

Otto Loewer is leaving his position as dean of the College of Engineering at the University of Arkansas to become the founding director of the university's new Economic Development Institute.

Many efforts to encourage young Americans to pursue careers in science, engineering and manufacturing took advantage of students having the summer off from regular classes. Programs range from one-week science camps to season-long internships and cooperative workstudies. To help other communities begin planning for the end of the 2003 school year, SSTI highlights a few examples from this past summer in this article.

Mississippi Band of Choctaw Indians (MBCI) Tribal Chief Phillip Martin and Mississippi Technology Alliance President and Chief Executive Officer Angie Dvorak recently announced a partnership to help foster science-based economic development for the state of Mississippi. The alliance's partnership with a tribal government is possibly the first of its kind in the U.S.

Community buy-in to building a technology-based economy is vital for TBED success. Establishing a strong private sector commitment to science and technology can make a significant difference, particularly as elected officials are deciding what to cut or trim from the budget. TBED organizations use different approaches to get the buy-in. In states such as Massachusetts (see story in this Digest), the top-down direction from the Governor could provide the group critical access.

The Oregon Council on Knowledge and Economic Development (OCKED) is set to present its official report to the governor and the 2003 State Legislature. Outlining several key economic development policy and funding recommendations, the council addresses several short-term and long-term strategies for enhancing Oregon’s economic competitiveness in a knowledge-based global economy.

Senator Ron Wyden (D-OR) is joining Sen. Bill Frist (R-TN) as co-chair of the monthly Congressional Forum on Technology and Innovation.

Angie Dvorak is leaving her position as CEO of the Mississippi Technology Alliance to become vice president of research for the University of Southern Mississippi. The University saw a 25 percent increase in research funds last fiscal year, climbing to a record $62.6 million.

A 19-year veteran of the technology-based economic development field has co-authored a guide that outlines strategies for growth in the knowledge-based economy. The Keys to Growth in the New Economy:Investing in Discovery, Engineering, and Entrepreneurship draws on the experiences of John Ahlen, who has led the Arkansas Science and Technology Authority (ASTA) since 1984. The report is co-authored by Mark Diggs, Chairman and CEO of Maryland-based Ontology Works, Inc.

The Mississippi Technology Alliance has released a second annual index focusing on the process of innovation, the links between innovation and technology-based economic development, and activities that government, academia and the private sector provide to support innovation and economic development.

The first-ever Mississippi Innovation Index was released Wednesday by the Mississippi Technology Alliance.



Targeting technology-based economic development in Mississippi, the Index groups baseline data into eight categories and establishes a data collection process for 24 science- and technology-related indicators. Initial analyses suggest:

The source of eadership on specific state tech-based economic development activities greatly influences the design and effectiveness of the effort. It remains to be seen then how the recently launched Arkansas Nanotechnology Alliance evolves locally as its direction originates from the nation's capital.

The perennial or biennial efforts to secure funding from state legislatures to support tech-based economic development (TBED) programs can create significant limitations on the design and execution of programs targeting research or early-stage, seed capital investments. Fixed endowments such as the one created by Wyoming and the Permanent Big Sky Economic Development Fund proposed in Montana (see both stories above) are ideal, but getting the initial payment approved by a legislature can be difficult.

Oregon lawmakers haveagreed to fund nearly all of Gov. Ted Kulongoski’s innovation proposals, including investments in seven new industry initiatives and the creation of two new signature research centers. The innovation plan passed by lawmakers falls $10 million short of the original $38 million proposal introduced by the Oregon Innovation Council and included in Gov. Kulongoski’s fiscal year 2007-09 budget released in December 2006 (see the Dec.
