Eric Cromwell has been appointed to serve as Director of Technology for the Tennessee Department of Economic & Community Development.

The Fayetteville Economic Development Council named Steven Rust as its new executive director, beginning Aug. 15.

The Department of Defense (DoD) distributed $152.9 million in awards under its fiscal year 2003 Phase I Small Business Innovation Research (SBIR) Program competitions. A total of 1,882 awards were selected from a pool of more than 15,000 proposals across all states and the District of Columbia.

Washington State remains poised to capture more benefits from its technology-driven economy, according to the Index of Innovation and Technology released last month by the Washington Technology Center (WTC). As the state's lead organization to support science and technology, WTC publishes the Index to provide the state's decision makers with annual benchmarks for setting policy and  public investments to promote technology-based economic development.

Washington Gov. Gary Locke appointed Juli Wilkerson to serve as director of the Department of Community, Trade and Economic Development, replacing Martha Choe, who is now serving as state coordinator for the Boeing 7E7 project.

Michael Terry, president and CEO of EmergeMemphis, has announced he will resign at the end of the year.

Arkansas Biotech Research Threatened With 20% Cut

Patrick Tam resigned last month as executive director of the Spokane Intercollegiate Research and Technology Institute.

A Visa analysis of innovation and creativity among the nation’s top 50 metro areas has Seattle ranked first in combined scoring, followed by Austin, Nashville, Minneapolis and Washington, D.C. Visa’s Innovation Index measures entrepreneurialism, community support and creativity on a per capita basis throughout the major Metropolitan Statistical Areas.

With the first round of state funding not expected until April 2008, private foundations have stepped in to provide a jumpstart for the Life Sciences Discovery Fund (LSDF). Last week, six Washington-based research teams were awarded more than $4.5 million in private funding to support projects that improve health care quality and capitalize on economic development opportunities within the state.

 

Referring to his fiscal year 2008-09 budget recommendation as “back to basics,” Gov. Phil Bredesen proposed significant investments in research and workforce initiatives while vowing not to tap into reserves or raise taxes.

The Tennessee Technology Development Corporation (TTDC), the lead organization in Tennessee for technology-based economic development, is seeking a president and chief executive officer (CEO). This position is responsible for the overall direction and management of TTDC and its programs, including resource development, finances, contracts, compliance reporting and operational policies. He or she will work with a 22-member board of directors to establish and successfully implement a work plan that fulfills the organization's mission.

Last week, the National Science Foundation (NSF) announced that the Arkansas Science & Technology Authority (ASTA) would receive $9 million through the Experimental Program to Stimulate Competitive Research (EPSCoR) to enhance the state's research capabilities. The new funds will be used to support a broad range of activities, from attracting world-class scholars to fostering entrepreneurship, in select technology areas.

 

The Washington Technology Center (WTC) is seeking an Executive Director. WTC is the state of Washington's enterprise for joint industry-university technology development partnerships. The Center supports technologies for industry application for Washington companies in the areas of advanced materials and manufacturing, biotechnology/biomedical devices, computer systems and microelectronics.

Dr. Robert Center has retired. Dr. Center was the executive director of the Washington Technology Center.

A call for action for states from the Northwest region was the result of Linking Regional Resources, a conference of approximately 150 business, government, national laboratory, and university representatives held in Seattle.

Washington Governor Gary Locke has named Fred Morris as his new advisor for science and technology. Mr. Morris has been working for Battelle Memorial Institute's Northwest Research Center where he has worked at the Science and Government Center

The Washington Technology Center has released its first annual Index of Innovation and Technology. The report examines 34 performance indicators in six broad areas: Innovation, Competitiveness, Growth, Financial Capacity, Human Potential, Quality of Life, and Internet Infrastructure. For each indicator, Washington is compared to several other states or to national averages. 

Arizona 

The Ways & Means Committee of the Arizona House of Representatives has passed a bill to eliminate $250 million in sales tax exemptions for a number of products and services, including telecommunications equipment and solar devices. If the bill passes, proceeds would be used to raise teachers' salaries. 

Lura Powell, former Director of the Advanced Technology Program within the Department of Commerce, has accepted the position as Director of the Pacific Northwest National Laboratory in Richland, Washington.
