New Texas Gov. Greg Abbott recently announced several planned changes for the state’s economic development efforts. The governor is restructuring a number of offices, including the Workforce Investment Council and Women’s Commission under the Director of Economic Development, to increase focus on job creation. Abbott also proposed the elimination of the state’s Emerging Technology Fund, and using the programs remaining balances to launch a new University Research Initiative.

This week, governors in Michigan, Ohio, Oklahoma, Tennessee, and Wisconsin unveiled their budget proposals. Included in the governors’ recommendations are several cases of agency restructuring and funds for workforce development, innovation tax credits, and other TBED-relevant issues.

This week, governors in Connecticut, Illinois, New Hampshire, and Texas revealed their budget proposals, with commonalities around STEM education, workforce development, and university research initiatives. Governors in two states, New Hampshire and Texas, made growth in the innovation economy a specific priority area of their proposed budgets.

The ability of states to deliver the services promised to its residents relies on their fiscal soundness. With most states beginning their fiscal year in July, SSTI has reviewed the current fiscal standing for each state and here presents a snapshot of our findings.

As the state budgeting process comes to a close, SSTI will report over the coming weeks on actions taken by state legislatures to invest in economic growth through science, technology, innovation and entrepreneurship. Up this week is a look at commitments that legislatures in Arkansas and Idaho have made including funds for a new accelerator program, Manufacturing Extension Partnership (MEP) centers, and more than $14 million for a biosciences research institute.

Bond issues supporting higher education goals got mixed results in Tuesday’s election. A bond issue in Rhode Island to be used for the renovation and construction of the University of Rhode Island’s College of Engineering buildings was a winner in this year’s election, receiving 59.3 percent approval. The bond issue that would have created the Montana Biomedical Research Authority was not as lucky, with 56.9 percent of voters there rejecting the measure.

Noting a growing need for additional education to meet workforce needs, several states have announced programs focusing on education and workforce needs, channeling state funding to grants that will focus on aligning learning opportunities with business and industry needs, or creating new initiatives in the private sector. Reaching a higher educational attainment among a greater percentage of the workforce by 2025 is also a goal set by several of the states.

With the latest round of state of the state or budget addresses, the states’ governors focused on their states’ financial situation. Education and economic development were still on the minds of leaders in Maine, Maryland, and Texas. With this fifth installment, less than 10 governors have yet to deliver their addresses in the coming weeks or months.

On September 2, Texas Gov. Greg Abbott announced $7.2 million in funding for the newly established Texas Industry Cluster Innovative Academies. An element of Gov. Abbott’s Tri-Agency Workforce Initiative established in March 2016, the initiative will provide competitive grant funding to establish Innovative Academies within Texas high schools to provide students with learning opportunities in high-demand occupations while earning college course credit prior to high school graduation.

The U.S. Department of Commerce’s Economic Development Administration (EDA) announced a number of grants last week to aid regional innovation and entrepreneurship efforts through infrastructure improvements, the creation of new spaces, and business improvements in regions across the country. The grants fund projects in AR, AZ, CA, ME, MI, and OH.

Arkansas has new tools targeting growth in the state’s innovation and technology sector after Gov. Asa Hutchinson signed legislation creating a $2 million accelerator grant program for startups and establishing a Small Business Innovation Research (SBIR) matching funds program. The Arkansas Economic Development Commission’s (AEDC) Division of Science and Technology will administer the programs and seek corporate sponsors to provide matching funds to create accelerator events throughout the state.

Three recent news items shed important light on educational attainment and economic well-being and one promising approach to increasing educational attainment among lower income people. While the Pew Research Center finds the share of college-educated young adults in the U.S. workforce is higher than ever before, the Economist reports that the “return on investment” in getting a college degree is leveling off.

In a recent comparative study of state S&T policy dynamics in Georgia, Missouri and Texas, authors Jarrett Warshaw and James Hearn examine the nature of state efforts intended to bring together government, universities and industry to support innovation at publically funded universities and spur economic development.

The state budget process is winding down across the country and SSTI continues to review the final budgets for funding for innovation-based programs. This week, we found level funding for South Carolina programs including MEP and regional-based economic development efforts, while university programs in Texas are taking a hit, and in West Virginia Gov. Jim Justice refused to sign the state budget although he will allow the legislatively approved measure to become law. With job growth for middle-skill level jobs slowing, the Federal Reserve Bank of Dallas and Austin-based nonprofit Center for Public Policy Priorities studied the nation’s best practices and surveyed regional workforce boards in Texas to determine how communities there are addressing the challenge. May 1 marks the deadline to choose a school for students considering their college options. A new tool developed by the University of Texas system and the U.S. Census Bureau can give a real sense of what students graduating from that system can expect to earn as well as the average debt graduates carry.
