As you begin to fill in your 2007 calendar, remember to mark Oct. 18-19, 2007 to attend SSTI's 11th annual conference in Baltimore! Past attendees know SSTI's conference is the perennial premiere professional development event for the TBED community. And 2007 will be no exception. As promised in her 2004 State of the State Address, Gov. Ruth Ann Minner released a New Economy Initiative last week that includes several new elements to encourage economic growth in Delaware. The $34 million package is expected to generate at least $16 million more in federal and private match. Many of the elements of the plan were recommended by the governor's Strategic Economic Council.

William Tew has resigned as director of the Office of Licensing and Technology Development for Johns Hopkins University.

Three I's neatly sum up the 22 recommendations recently released by Maryland Governor Robert Erlich's Commission on Development of Advanced Technology Business — Investment, Innovation, and Image. The year-long study looked at the state's existing physical, financial and intellectual infrastructures to support the state's research and technology sectors, making specific recommendations in three groupings to foster continued growth.

Tech-based economic development remains high on the agendas of the most of the governors who gave State of the State or Budget Addresses this week. Selected excerpts are provided below:

A new agreement between the State of Maryland and the National Security Agency (NSA) is expected to lead to new technologies for both. The two formalized a partnership earlier this month, signing a memorandum of understanding at the Maryland State House.

Bill Badger announced he will resign as president and CEO of the Anne Arundel County Economic Development Corp. to take an executive position with M&T Bank.

Toucan Capital announced the appointment of Dr. Phillip Singerman as a new Venture Partner.

A new report from the Advanced Technology Program (ATP), A Toolkit for Evaluating Public R&D Investment, provides useful information to anyone interested in evaluating publicly-sponsored research and development (R&D) programs. While the report focuses on more than 40 evaluations that have been performed for ATP, it offers one of the most comprehensive and understandable overviews of evaluation methods and applying those approaches.

Garza Fernandez, president of the Southern Arizona Industry and Aerospace Alliance, announced her resignation to devote more time to the Technology Development and Research Institute.

Scott Davis will be the new director for the University of Arizona Office of Economic Development.

Secretary Aris Melisssaratos of the Maryland Department of Business and Economic Development recently announced two new appointments. Leslie Sipes-Pachol will serve in the position of executive director for the Maryland Economic Development Commission, and Paul Mauritz has been promoted to become Assistant Secretary for Technology Strategy and Business Development.

Maryland Gov. Robert Ehrlich has appointed Robert Brennan to succeed Hans Mayer as executive director of the Maryland Economic Development Corporation. Mayer retired after holding the position for 17 years.

July has been a tech-friendly month for Delaware Gov. Ruth Ann Minner. On July 14, the Biotechnology Industry Organization (BIO) named her "BIO Governor of the Year," recognizing her contributions toward growing the state's biotechnology industry, one of the strongest concentrations in the country. Further attesting to her grasp of biotech issues, Gov. Minner also serves as a co-chair of the National Governors Association Biotechnology Partnership.

The Greater Phoenix Economic Council announced Barry Broome will become the new president & CEO beginning in February.

Led by the Fort Myers-Cape Coral metro area, a burgeoning retirement and tourist destination on the state’s southwest coast, Florida landed seven of the top 15 metros in Milken Institute’s 2004 Best Performing Cities Index released last week. The others are West Palm Beach-Boca Raton (4th), Daytona Beach (5th), Sarasota-Bradenton (6th), Fort Lauderdale (9th), Tampa-St. Petersburg-Clearwater (12th) and Naples (15th).

The National Technology Transfer Center named James Goulka as its new CEO. Goulka formerly was president and CEO of the Frank Lloyd Wright Foundation in Scottsdale, AZ.

Ken Marcus is the new director of the University of Arizona Science and Technology Park.

With the goal of creating new access to venture capital (VC) for area businesses, Arizona and Montana are investing up to $50 million into a “fund of funds” concept. Both states are undertaking this multi-management model with the hopes of luring high-tech start-up companies. Their efforts are described in further detail below.

The number of business establishments in the U.S. grew by 17.4 percent between 1998 and the end of 2003, although a slight net decline occurred in 2003 for the first time in six years, according to data recently released by infoUSA.
