12 Universities Join $15M Border Security and Technology Initiative
The U.S. Department of Homeland Security (DHS) recently announced the recipient universities to conduct security research through five new Centers of Excellence. These centers will develop new technologies to prevent natural and man-made disasters, improve government response to such crises and monitor the nation's shores and borders.
Tech Talkin' Govs, Part I
SSTI annually scans the inaugural, budget and state of the state addresses given by the nation's governors to see how TBED priorities fare as the state leaders present their legislative priorities for the year. David Harmer, executive director of the Utah Department of Community and Economic Development (DCED), announced his retirement. Chris Roybal, senior advisor to Gov. Jon Huntsman Jr. for economic development, will take on many of Harmer's responsibilities.

It is an unfortunate and annoying consequence of politics that sometimes, with the change of gubernatorial administrations even within parties, excellent people with enviable records of delivering results for tech-based economic development programs lose their positions. Kansas Legislature Wants $500M for TBED Strategy
Flanked by the Kansas Senate President and House Speaker, Republican legislators unveiled on Tuesday a two-pronged agenda to encourage entrepreneurship and biotechnology across the state. The plan calls for the state to invest at least $500 million over the next 10 years through a variety of new programs to encourage research, innovation and technology commercialization.

SSTI is sad to report the October death of Gloria Timmer, executive director of the National Association of State Budget Officers (NASBO). Ms. Timmer was very helpful to SSTI on several projects in her capacity at NASBO and previously as the Kansas state budget director.

Kansas Primes Biotech, Entrepreneurship with Cool Half-Billion
A minimum $500 million 10-year investment to encourage biotech and entrepreneurship may soon become a reality for Kansas. With Gov. Kathleen Sebelius' approval of the Kansas Economic Growth Act, Kansas will set in motion a variety of new programs to encourage research, innovation and technology commercialization.

Utah Universities Could Own Stock in Inventions under Constitutional Amendment
Legislators in Utah have passed a constitutional amendment that, with approval by voters, would allow the state's universities to take ownership in private businesses in exchange for intellectual property. The proposed amendment cleared the Utah State Legislature with relative ease, despite some concerns it will thwart the incentive of researchers wanting to commercialize their results.

Florida Lands Seven of Top 15 Cities in Milken Index
Led by the Fort Myers-Cape Coral metro area, a burgeoning retirement and tourist destination on the state’s southwest coast, Florida landed seven of the top 15 metros in Milken Institute’s 2004 Best Performing Cities Index released last week. The others are West Palm Beach-Boca Raton (4th), Daytona Beach (5th), Sarasota-Bradenton (6th), Fort Lauderdale (9th), Tampa-St. Petersburg-Clearwater (12th) and Naples (15th).

With the goal of creating new access to venture capital (VC) for area businesses, Arizona and Montana are investing up to $50 million into a “fund of funds” concept. Both states are undertaking this multi-management model with the hopes of luring high-tech start-up companies. Their efforts are described in further detail below.
