Louisiana Gov. Kathleen Blanco has appointed Michael Olivier to serve as Secretary of Louisiana Economic Development. Olivier was president and CEO of the Harrison County Development Commission in Gulfport, Miss., for 17 years.

Two years following its creation, the Louisiana Technology Fund has $2.3 million to help the early-stage technology companies for which it was intended, the Baton Rouge-based Advocate reported earlier this month. The fund stems from 2002 legislation that revived Louisiana's Certified Capital Companies (CAPCOs) program.

While the federal government supports fuel cell research, nearly every state across the country has taken a more active role in advancing the development and commercialization of fuel cell and renewable energy technologies, according to two recent reports from the North Carolina State University Solar Center. Legislators in Utah have passed a constitutional amendment that, with approval by voters, would allow the state's universities to take ownership in private businesses in exchange for intellectual property. The proposed amendment cleared the Utah State Legislature with relative ease, despite some concerns it will thwart the incentive of researchers wanting to commercialize their results.

Jeff Edwards recently was named interim president and CEO of the Economic Development Corp. of Utah (EDCU). Edwards replaces Christopher Roybal, who will serve as the senior adviser for economic development for Gov. Jon Huntsman Jr., starting next year.

Led by the Fort Myers-Cape Coral metro area, a burgeoning retirement and tourist destination on the state’s southwest coast, Florida landed seven of the top 15 metros in Milken Institute’s 2004 Best Performing Cities Index released last week. The others are West Palm Beach-Boca Raton (4th), Daytona Beach (5th), Sarasota-Bradenton (6th), Fort Lauderdale (9th), Tampa-St. Petersburg-Clearwater (12th) and Naples (15th).

The National Technology Transfer Center named James Goulka as its new CEO. Goulka formerly was president and CEO of the Frank Lloyd Wright Foundation in Scottsdale, AZ.

Ken Marcus is the new director of the University of Arizona Science and Technology Park.

With the goal of creating new access to venture capital (VC) for area businesses, Arizona and Montana are investing up to $50 million into a “fund of funds” concept. Both states are undertaking this multi-management model with the hopes of luring high-tech start-up companies. Their efforts are described in further detail below.
