Arizona Legislation to Encourage Tech Transfer Awaits Voters' Approval

Editor's note: Few federal programs that fund research have undergone as much independent review and outside scrutiny as the Advanced Technology Program (ATP) within the National Institute of Standards and Technology and come out with high marks nearly every time. Yet two more independent papers described briefly below find that ATP funds make a positive difference for spurring innovation and commercializing technology.

To help formulate the best approach for the state to deploy to help build a stronger technology sector, Arizona Governor Janet Napolitano has established a state advisory group of consisting entirely of high tech business leaders.

Whether the reason is to spur more innovation among students, fight the brain drain of graduates or simply help to build tech-based economies, many states, communities and universities are targeting a portion of their efforts toward encouraging tech-based entrepreneurship among their young residents and college students.

Todd Bankofier has been appointed president of the Arizona Technology Council.

David Iannucci is the new head of the Baltimore County Department of Economic Development.

Arizona Governor Janet Napolitano named Gilbert Jimenez to lead the Department of Commerce and has asked Gail Howard to serve as her policy advisor on economic development. Jimenez was Bank One International's Senior Vice President and Regional Manager for Mexico/Latin America. Howard comes to the administration from Arizona State University, where she has served since 1990 as the University's Director of Economic Development and Constituent Outreach.

Despite, or because of, the continuing fiscal crises facing nearly every state, technology-based economic development remains high on the agendas of most governors, as demonstrated in their recent speeches. Those excerpts pertaining to state efforts to build tech-based economies are provided below.

Several of the key economic development and science & technology positions have been filled by some of the nation's 24 new governors. Many of these individuals will be involved in setting the state's tech-based economic development agenda and determining budget cuts, reorganization plans or program eliminations to handle the money squeeze. In addition, a few other lead S&T agencies have announced top-level changes.

Placing a high priority on the biosciences as a measure for long-term economic development, the Baltimore Workforce Investment Board (BWIB) has released a strategic plan that aims to ensure growth, in part, by securing a highly motivated and well trained workforce for the city's bioscience sector.

To spur technology development in the state, the Maryland Technology Development Corporation (TEDCO) has entered a collaborative agreement with the nation's cryptologic organization, the National Security Agency (NSA). TEDCO’s mission is to help foster a technology economy that will create and sustain businesses throughout Maryland. NSA coordinates, directs and performs highly specialized activities to protect U.S.

Christopher Foster has been named technology coordinator for the Maryland Department of Business and Economic Development.

John Murray has been named executive director of the Maryland Economic Development Commission.

Peter Slate will preside as chief executive officer over the Arizona Technology Enterprises, the newly created limited liability company formed by spinning off Arizona State University's technology transfer office.

Christopher C. Foster is the new state technology coordinator at the Maryland Department of Business and Economic Development.

Gov.-elect Robert Ehrlich has officially put forth his first economic development initiative for Maryland, according to recent press reports. His initiative, the creation of the Commission on Development of High Technology Business, is designed to encourage more technology business in the state.

A strategy to make Maryland's Harford County a competitive jurisdiction for attracting and expanding technology ventures has been unveiled by the Northeastern Maryland Technology Council (NMTC). Offering an analysis of the county's technology resources and assets, the Harford County Strategic Plan is expected to serve as a "road map" to help guide policy efforts for the next 5-15 years.

A new biotech report funded by a private foundation finds Arizona possesses many of the essential elements needed to become a national leader in the biosciences. Now, all the state needs is at least 10 years and a $1.4 billion public-private investment, according to the report Platform for Progress: Arizona's Bioscience Roadmap.

Some of the 200-plus ballot measures decided in the 2002 General Election held Tuesday were dedicated to promoting tech-based economic development (TBED). The results were generally mixed, however. Promoters of Michigan's Life Sciences Corridor were pleased with the failure of an initiative that would have dictated the allocation of the state's tobacco settlement funds, including a smaller amount than the state is currently spending on life sciences research.

Carl Russell has resigned as president and CEO of Tucson Technology Incubator Inc. Bo Statham, a consultant to UniSource Energy Corp. on new business development and a client adviser at the incubator, has been named interim president.

Roger Kilmer was appointed director of the Hollings Manufacturing Extension Partnership program at the National Institute of Standards and Technology. Kilmer served as acting director since Kevin Carr's departure last June.

The Maryland Technology Development Corp. (TEDCO) has hired Lara Vande Walle to serve as director of membership and business development.

Forty-four research universities in 28 states and the District of Columbia will receive $80 million from Howard Hughes Medical Institute (HHMI) to help address the challenges of the rapidly changing and increasingly interdisciplinary nature of undergraduate biology education. The grants will support programs that encourage graduate students and postdoctoral fellows to hone their teaching skills in undergraduate courses.

The Greater Flagstaff Economic Council has announced Lewis Humphreys is its new vice president. Humphreys was with the Greater Tucson Economic Council.
