Award Winning TBED Groups Garner Praise, Support to Expand Reach

SSTI Excellence in TBED award winners produce real results that are changing the landscape of their communities, expanding infrastructure to grow high-tech sectors and improving the competitiveness of their regions. Their efforts haven’t gone unnoticed in the broader innovation community. Over the past couple of months, award winners have grabbed headlines – and funding – for their impressive work. U.S. Secretary of Commerce Penny Pritzker stopped by Clemson University’s Center for Automotive Research to tout its success in workforce development. In St. Louis, Monsanto recently awarded $2.5 million to BioSTL to support bioscience startups and, in Arizona, a $1 million grant will help fund ASU accelerator programs.

Arizona Maps Out Strategy for Next Decade of Bioscience Growth

Arizona is in a better position to emerge as a global player in biosciences that it was a decade ago, according to a new roadmap from the Flinn Foundation. Building on an initial strategic document released in 2002, the updated strategy offers 77 potential actions the state could pursue to support bioscience entrepreneurship, research translation, talent development, institutional connectivity and collaborations.

Manufacturing Resurgence Attracts Attention of State Legislatures

The recent uptick in U.S. manufacturing activity, along with the attention generated by additive manufacturing and the Makers movement, has led to an increase in state initiatives to help cash in on this growth. In recent months, New York, Connecticut, Maryland, and Arizona have all taken steps to build stronger manufacturing sectors through research collaborations, grants and tax credits. Leaders in Colorado and New Jersey have pursued their own cluster-specific efforts to build stronger high-tech industries.

$24M grant to spur Ohio, New York communities

In an effort designed to stimulate economic growth and workforce development in Ohio and New York communities, KeyBank Foundation announced a $24 million grant awarded to JumpStart, Inc. The grant represents the foundation’s single largest philanthropic commitment to date.

The grant represents the foundation’s single largest philanthropic commitment to date. Ray Leach, CEO of JumpStart said in a prepared statement that the grant “will dramatically increase the impact of entrepreneurs and small businesses on neighborhoods and communities." Leach went on to say that the grant will provide capital for more startup and scaling companies, and will increase the participation of minorities and women in the growth of those companies.

R&D and innovation funding sees some increases, more decreases in state budgets: CA, IL, MS, NC, OH

Breaking a two-year impasse, legislators in Illinois were able to pass a state budget that reinstitutes an R&D tax credit and implements workforce development programs. In California, the Governor’s Office of Business and Economic Development (Go-Biz) will see a 28 percent increase in funding, while other innovation initiative are receiving level funding. In other states whose budgets SSTI analyzed this week for TBED-related funding, we found that Innovate Mississippi was able to maintain state funding and new funding was appropriated for workforce development at the state’s community and junior colleges; a variety of programs were cut in North Carolina; and, Ohio will not get funding for a state office focused on commercializing research across key industries that the governor had proposed. More findings from California, Illinois, Mississippi, North Carolina and Ohio are detailed below.

Creating tomorrow’s STEM leaders in AZ schools

Arizona schools are taking a different approach to developing the next generation of STEM workers and leaders with the Chief Science Officer position, now in 120 schools across the state. The students, from grades six to 12, are elected by their peers and participate in training events where they learn about STEM activities and careers and can advocate for STEM education in their schools.

SSTI again presents its latest round of Tech Talkin’ Govs, where governors’ comments about TBED issues are excerpted from their state of the state and inaugural addresses. Today’s roundup includes STEM spending and workforce development in Idaho, education in Arizona, manufacturing in Connecticut and a nod to technological change in North Dakota, inaugural addresses from new governors in Vermont and Indiana, and more reports from governors who gave their addresses on the 10th. State Auto Labs partners with Rev1 Ventures on $25 million fund

Columbus-based State Auto Labs, the innovation arm of the State Automobile Mutual Insurance Company, is collaborating with venture development organization Rev1 Ventures on a $25 million corporate venture fund to support innovation and entrepreneurship in the insurance industry. Through the partnership, Rev1 Ventures and State Auto Labs will help connect InsurTech and FinTech startups with resources such as capital, technologists, and industry experts.

“Recoupling” Manufacturing and Innovation

VC Funding Declines in Q3 2014, Reports Examine VC Trends in OH, OR, PA

In Q3 2014, venture capital (VC) investments in the U.S. dropped by 30 percent from Q2 totals, according a new report from CB Insights. Q3 VC deal levels also dropped by 10 percent from Q2 totals. The severe drop, however, can be attributed to Q2 being the most successful VC quarter since Q1 2001. The good news is that the first three quarters of 2014 saw the U.S. VC investment total reach $33.75 billion – an increase of 59 percent compared to the first nine months of last year.

Budget Round Up: States Address Higher Ed Affordability, Research Capacity, Workforce

Several common themes surrounding higher education have emerged as governors across the country unveil investment priorities for the upcoming fiscal year or biennium. In many states, governors have proposed more funding to increase affordability by freezing tuition or creating new scholarship funds. Support for expanding research capacity, technology-related infrastructure and job training in high-demand industries are some of the proposed measures aimed at competitiveness.

Proving that innovation is appealing to states regardless of their size or political leanings, new initiatives in both Democratic and Republican states, as well as large states like California and small states like Vermont, are driving innovation agendas into action in areas ranging from clean energy and aid for students and colleges, to new venture capital investments and bond financing to support business collaborations with higher education to help translate cutting-edge research into products and companies.

Governors are continuing to roll out their state of the state addresses and this week’s SSTI review highlights differences in the states economies: while Arizona is enjoying population growth Vermont is struggling to attract workers. More states are focusing proposals on climate change and clean energy initiatives, with New York proposing a $3 billion bond initiative to build resiliency, and Colorado, New Jersey and Vermont proposing clean energy and climate initiatives as well.  Rural broadband, higher education and workforce initiatives also are throughout the state addresses.

States address workforce issues pushed to forefront by pandemic

Faced with the sudden, unprecedented fallout from the COVID-19 pandemic, Gov. Ned Lamont last month launched a new resource to provide workers and businesses in Connecticut with career tools, including partnering with Indeed and workforce training providers.
