AZ, MT, NE state budgets see some funding increase for innovation
SSTI continues its reporting on actions taken by state legislatures to invest in economic growth through science, technology, innovation and entrepreneurship. This week, we look at the budgets passed and signed by governors in Arizona, where R&D infrastructure will get a boost at the state’s public universities, Montana, which will see an increase in funding for some higher education research facilities, and Nebraska, where the state maintained the amount authorized for funding to small businesses for commercialization activities.

Terry McAuliffe, who also serves as chair of the National Governors Association (NGA), announced that 38 governors signed A Compact to Improve State Cybersecurity – a multi-state, coordinated cybersecurity effort focused in three areas that will
- Enhance state cybersecurity governance;
- Prepare and defend their states from cybersecurity events; and,
- Grow the nation’s cybersecurity workforce.
The compact was the culmination of McAuliffe’s Meet the Threat: States Confront the Cyber Challenge. In addition to the compact, new cybersecurity-focused economic development efforts have been launched in several states including Delaware, Kentucky, and Wyoming. Creating tomorrow’s STEM leaders in AZ schools
Arizona schools are taking a different approach to developing the next generation of STEM workers and leaders with the Chief Science Officer position, now in 120 schools across the state. The students, from grades six to 12, are elected by their peers and participate in training events where they learn about STEM activities and careers and can advocate for STEM education in their schools.

Science Foundation Arizona Improves Tracking of Impact and Statewide Innovation
In 2006, three Arizona CEO groups joined forces to create Science Foundation Arizona (SFAz), a nonprofit public-private partnership charged with making strategic investments to support university research, new high-tech businesses, K-12 STEM education and to leverage outside investment. The state provided public support for these efforts through the 21st Century Fund, which in its first year included $35 million for SFAz's grant programs.

Job Corner
Arizona State University invites applications for the position of director, High Performance Computing Initiative (HPCI). Some of the responsibilities include leadership and management of the HPCI, developing the HPCI mission and strategy, growth of the HPCI computing systems and infrastructure, building a strong technical staff to support researchers, and training in HPC for graduate and undergraduate students.

Karina Edmonds will join the Department of Energy as its new technology transfer coordinator starting in April. This is the first time that the Department has appointed a full-time person to fill this role.
Cathy McGonigle has been named executive vice president of the Flinn Foundation. Previously, she held management positions for the city of Chandler, Arizona Department of Revenue and Arizona Department of Administration.
Plan for New Economic Development Authority Unveiled in Arizona
In response to dwindling state funding and concerns related to leadership, focus and productivity in the state's current economic development model, Arizona Gov. Jan Brewer announced the creation of a new quasi-public state agency to focus on targeted industries such as solar, science, technology, aerospace, and defense to help the state grow jobs and remain globally competitive. The Arizona Commerce Authority (ACA) would replace the Arizona Department of Commerce, but does not assume all of its current functions.

AZ Gov Signs R&D Tax Credit Bill Expanding Access to Capital
Gov. Jan Brewer last week signed a measure modifying Arizona's existing R&D tax credit legislation to allow for small businesses to collect discounted refunds on R&D tax credits already earned. WY Lawmakers Approve Funding for Energy Research
Lawmakers approved last week the 2010-11 biennial budget, dedicating more than $76 million for energy research projects funded by the state's share of federal Abandoned Mine Land (AML) funds. The University of Wyoming School of Energy Resources will receive $45 million for development of a subcommerical scale CO2 sequestration research demonstration project, $14 million for clean coal technology research, and $17.4 million for operation of the school. Three bills regulating the wind energy industry also were signed into law by Gov. Dave Freudenthal last week.
Incubator RoundUp: Specialized Incubators Increasing Their Numbers Nationwide
Silicon Valley, a region often looked to for trends in the technology field, is expected to see a rise in the number of new high-tech incubators and the expansion of existing incubators in the coming months. A recent Wall Street Journal article points to these openings as a sign of revival for technology startup companies amid a relatively slow period last year as startup investment plunged during the recession.

Governors Prioritize Funding Toward High-Tech Facilities
Having world-class facilities to train workers or support research in fields most likely to benefit the state is a draw for many reasons. Attracting outside investment, retaining talent and generating buzz are just a few of the benefits. Last year, Connecticut lawmakers dedicated more than $2 billion to expand science and technology education on the campuses of the University of Connecticut, including construction of new STEM facilities and for building research and teaching labs. Michigan Gov. Rick Snyder is the latest state leader to announce funding proposals aimed at either constructing new facilities or making capital improvements for training students in high-wage, high-demand fields. Similar announcements were made earlier this year in Florida, Georgia, Rhode Island and Wyoming.

New Commercialization Efforts Launched by Universities, Industry Partners
University-focused initiatives that help bring new technologies and products to market help drive regional economic development and encourage an entrepreneurial culture on campuses. SSTI’s latest Trends in TBED report featured a number of commercialization efforts launched in 2013, including university-based funds to support ideas from faculty, staff and alumni. So far, 2014 also has proven active in this area with the announcement of several new initiatives to support university technology startups.
University of Wyoming Secures Public-Private Funding to Advance Energy Research
With buy-in from the state and private industry, the University of Wyoming (UW) School of Energy Resources will move forward with plans to build a major new energy and engineering research complex. The recently enacted 2014-16 biennial budget also includes $8 million in support of UW’s efforts to gain “Tier 1” status for the engineering school, matching funds to establish endowed chairs, and $15 million for a test center to study carbon sequestration.
Award Winning TBED Groups Garner Praise, Support to Expand Reach
SSTI Excellence in TBED award winners produce real results that are changing the landscape of their communities, expanding infrastructure to grow high-tech sectors and improving the competitiveness of their regions. Their efforts haven’t gone unnoticed in the broader innovation community. Over the past couple of months, award winners have grabbed headlines – and funding – for their impressive work. U.S. Secretary of Commerce Penny Pritzker stopped by Clemson University’s Center for Automotive Research to tout its success in workforce development. In St. Louis, Monsanto recently awarded $2.5 million to BioSTL to support bioscience startups and, in Arizona, a $1 million grant will help fund ASU accelerator programs.
