Brian Vogt is the new director of the Office of Economic Development and International Trade in the Colorado Office of the Governor.

The creation and subsidization of CAPCOs, certified capital corporations intended to encourage venture capital (VC) investment, is one of the more controversial policies some states have adopted to encourage the growth of tech-based economies. With substantial revisions to Colorado's short CAPCO experiment this month, questions are raised once again for other states that either have passed or are considering various approaches to increasing the availability of risk capital for new tech firms.

California's Treasurer Phil Angelides called earlier this month for the nation's largest and third largest pension funds to invest at least $1.5 billion into environmental technologies and environmentally responsible companies.

The other two articles look at selected state and local efforts around the country to support the biotech industry, including Washington, D.C., St. Louis, and Marshfield, WI.

Diane Wirth is new executive director of the Valley Economic Development Corp., a public-private organization for the San Jacinto Valley.

Joe May, president of Colorado's community college system, announced his retirement, effective in February.

The Greater Antelope Valley Economic Alliance has appointed Tony Moon as its new president.

Robert Olsen, the director of the Fitzsimons Redevelopment Authority, will become the head of the Economic Development Administration's regional office in Denver.

Leroy Williams has been named as the new technology secretary for the state of Colorado. Williams, previously the state's chief information officer, will manage the Governor's Office of Innovation and Technology.

The University of Southern California (USC) will serve as the first Homeland Security Center of Excellence, the U.S. Department of Homeland Security (DHS) announced last week. DHS anticipates providing USC with $12 million over the course of the next three years for studying risk analysis related to the economic consequences of terrorist threats and events.

Much emphasis has been placed on the importance of green jobs in the next economy as the nation continues to shed jobs in traditional industries. Creating these specialized jobs is a major priority for states across the nation that will compete for renewable energy industries. Two recent announcements in California and Michigan illustrate efforts underway to recruit and prepare a workforce capable of meeting critical industry needs.

Outlining his Colorado Promise three years ago as a newly-elected governor, Gov. Bill Ritter envisioned an economy that supports high-wage jobs and offers an environment for businesses to expand and thrive. Educational programs would be synched with industry needs to produce a skilled workforce, workers would be trained in the high-demand fields relevant to each of the state's diverse regions, and enough businesses would be operating to employ them.

The newly-created Clean Energy Leadership Council, convened by the Washington governor's office and a state-wide public-private clean energy alliance, held its first meeting. The council will deliver a clean energy strategy and recommendations by December 1, 2010.

As economists and policymakers debate the details of how and when the nation will recover from the recession, the topic of entrepreneurship and the role it will play in shaping the new economy continually arises. In the coming years, some analysts predict a rise in entrepreneurship both as a result of massive layoffs and an aging workforce not yet ready or able to retire.

Virginia Governor Bob McDonnell dropped his previous nomination, Robert Sledd, as his secretary for Commerce and Trade and instead nominated businessman James Cheng. Cheng, whose nomination needs to be confirmed by the Democratic-controlled Senate, was sworn in on January 17.

TIP and MEP are two of the most market-driven programs operated by the federal government. Both programs have launched new investments and innovative services in the last year.

W. Steven Burke is the new president of Biofuels Center of North Carolina.

Lawmakers across several western states have reached budget agreements for the upcoming fiscal year or biennium allocating decreased or level funding for tech-based economic development efforts. Lawmakers also passed new legislation supporting job-creation efforts and investments in alternative energy. While funding for many of these programs appear secure in FY10, additional spending cuts are anticipated in the coming months if state revenues continue to decline.

Despite the global growth of the industry over the past few decades, U.S. venture capital remains as concentrated as ever in the Silicon Valley region, and to a lesser extent, Massachusetts.
